Cultists seem rather poor, 6 points for T3 and a 6+ save, not much protection for your icon bearers! Are these guys actually worth taking, they seem to fragile?
I like Infiltrating, but is it wise to put it on every eligible model in the army? Sometimes the mission may not allow infiltrate, and there for you've wasted a lot of points.
If I do Infiltrate all of the army, every thing else (namely vehicles) will be left behind and may be rather exposed to Fast units. (Assault Marines w Melta-Bombs, etc.) Should I include many/any vehicles if this is the case?

Those cultist are not poor, just read on the codex...
They are X pts (as you wrote) and have T3 and Sv6 AND infiltrate AND furious charge AND a laspistol(BS3!!
This means that with some luck (eg if you start the battle) you can shoot 30 times and then get into CC at I4 and S4 w at least 40 attacks! (and you hit on a 4+ like a space marine..). And to have this fun you pay only 180pts (30cultists).
I think that is amazing!
I'd suggest to use 2*30 cultists in an army... (belive in me, I play LatD and have a decent record of tournament winnings...)
I'd not use vehicles in an AL army. (A defiler or predator perhaps)

Hell they are better then guardsmen if you ask me.
