I've just got into 40k, and i decided that CSM is the way to go. Now i keep hearing about a new codex and new rule book an how this will change how armies are built/play etc.
What i want to know is how do i as a new player who doesn't even understand all of the rules yet, let alone rules that may be coming at a later date, decide on how to build and paint my army?
Is there any diffrence betweenthe armies of chaos? Do diffrent ones have diffrent rules? Can i mix up armies, so i have some black legion some alpha legion some cleaved etc? Where can i find out about all the diffrent chaos armies/legions?
I know that people will say that it comes down to preference and that it's my game and i can do what i like, but i don't want to take my army out on tour and the first guy i play a game against who knows what he's doing and has been playing for 20 years complains that my CSM army is some how illegal?
I hope that makes sense, not sure it makes sense to me now!! Ha ha

Hello and welcome to the 'wonderful' (cough) world of Chaos SMs.
Buy or borrow the current Codex.
Then look at lots of the Chaos SM army lists posted on this Forum before you make your own lists.
Remember you can always field 'proxy' models before you buy. Try a few games first before you spend silly money (too easy to do with GW models).
Allegedly there will be a new Chaos SM codex coming at some point in the next 6-18 months. However, the chances are that it will contain all the Chaos SM models you can field in the current Codex, so what you buy should be useable in the future.
If you don't want to commit to one particular Legion yet, you could leave all your models un-painted until the new codex comes out. You couldn't play them at GW shops, but if you explain your reason for waiting to other players, you shouldn't have any problems playing them.
If you want to start CSMs, I strongly recommend the basic Battleforce: Chaos Space Marines Battleforce | Games Workshop

Most CSM players really don't like Possessed CSMs. However the models are fantastic, and you get plenty of spares bits with them. You can use them to make great models that work with the rest of the army.
So you get 15 basic CSM. Ignore the Heavy Bolter as you will never field it. Use the legs and body (plus backpack and head) from a Possessed, to make the Aspiring Champion (with a Power Fist) for a squad of 10 CSMs - 9 CSMs + 1 Aspiring CSM. Give two of these CSMs Meltaguns.
This leaves 6 CSM.
Make another Possessed into a Skull Champion (with Power Fist but no Plasma Pistol) for your Berserkers. This gives you 8+1 Berserkers.
You now have 3 Possessed CSMs left.
Use one, with one of the Winged backpacks. Give it an arm with a Power Weapon (a sword with no 'teeth') and an arm with a Bolt Pistol - this is your Winged Chaos Lord with Power Weapon or Daemon Weapon.
Now you have 2 Possessed and 6 CSM left; so another Possessed body will make you another CSM Aspiring Champion (but you'll need a Power Fist for it). You could use a Possessed arm and bulk it up to look like a Fist.
For the 6 CSMs, give one the Plasmagun. Keep the other Meltaguns until you get some more CSMs or some Plague Marines. You could trade one for a Plasmagun.
Use the last Possessed exactly as the Lord's build. This is your Winger Chaos SM Sorcerer.
With the Rhino, try an make it so you can field it with or without the Havoc Launcher (this gives you choices when you make your list).
Get another Rhino as soon as you can, preferably two more actually.
Do not get rid of any spare bits you have left. Keep all legs, heads, arms, weapons, vehicle bits etc. They may come in very useful as you get more models.

That is actually well written advice, rep for Lord Ramon.
I will add to it with the following:
Fluffwise, Chaos Space Marines no longer follow strict rules for deployment and allegiance. They are in it for themselves, so ally them with whoever can advance their own plans. In-game, this means that you can have all sorts of different painted Marines next to each other: a squad could consist out of Alpha Legion, Red Corsairs and/or Deathmongers (I love that name) Marines.
However, it is considered normal that you can identify different units by how they are modeled and painted. Keep the paint job consistent within a squad/unit, and you can't go wrong.
Innovation suffuses this hobby like a tea bag in the boiling water of play.
You should check out a few other places on this site for help. One is the "Tactics" section on the main CSM page. It will give you an idea of how to play CSM. Also, you should read the "Lists" section on the main CSM page. The "Lists" section will give you an idea of how other people are creating their armies, to give you an idea of what units to buy first. A good start is the Battleforce. It will give you a half decent core of units to build on. If you have any questions, post them and we'll help to the best of our abilities and experiences.

I would have to agree wholeheartedly with Lord Ramon, just adding the some of the claws and hands on the possessed sprue can make either cool or just suitable stand in powerfists.
And also, if you want you might be able to download a copy of the codex online rather than buy one, or just until you do buy one.
