There's a 2001 Index Astartes entry for Night Lords that I believe precedes the latest codex. The codex contains only a few basic rules for Night Lords whereas the Index Astartes entry contains those rules in the codex plus several others like Terror Attack (choose night/day, no comms/auspex, reserve rerolls), Masters of Stealth (bonus vs sentries), and Expert Infiltrators (placement of one squad of CSM anywhere on board outside of enemy's deployment area). Are these rules defunct now with the latest codex being the only valid ruleset or can they be used in an official setting?

Yep, the codex overrides the astartes articles. They made the legion special rules more simple to make it easy to include them all in one codex. It's just unfair that the Iron Warriors got to keep almost all of their special rules.. And it has nothing to do with that Andy Chambers and Pete Haines are Iron Warriors players, nooo...
Ave Dominus Nox!
We got some good tradeoffs in the new dex however stealth adept, more raptors, access to a cheap fast demon, althought keeping the terror attack rule would seriously kick ass, not to mention giving us a raptor lord type or the option of buying hit and run for our lords as a veteran skill would fit the bill quite nicely.
