Well looking at the bonus's and negatives to the Thousand sons squads it dawned on me. Rubric marines are just Ablative armour for the army. Seriously, The only tankbusting firepower is from the AC, Predator and the dread, the only real combat prowness (Bar survivabilty) is in the AC, HQ and possesd. So what do you use your Rubrics for? (Aside from decimating light infantry obiously )
Well, just that in many cases. They are great for their rapid fire capabilities. With that many rapid fire shots you are bound to get a six sometime. While it won't hurt too much, it can take down a rhino. They are great infantry and can keep opponents wrapped up in combat for a long time with their double wounds. With their good durability, use them against nearly any kind of infantry. But I am a newb, take my advice with caution.
I agree with Nayra, that is all they're intended to do. The only problem I can see is that when using the AC to zap tanks and infantry with 2+ saves the marines with him are forced to shoot at the same thing, when they could be used to cut an infantry squad in half.
