thanks abunch folks
Well it really depends. Firstly, I gather you're playing Black Legion. But the real question is what type of Dark Angels army is he playing? There are three main types: Deathwing, Ravenwing and just their normal companies. I'll go through each:
Deathwing: He'll be fielding all terminators. It may look intimidating, but I frequently trounce the local Deathwing player. The name of the game here is lots of nasty things for him to shoot at, and as many AP 2 weapons as possible. Your main force should mostly be squads of Marines with Plasma Guns and Missile Launchers. Field as many obliterators as you can, as well as Havocs with Missile Launchers and a Tripple-Lascannon Predator. You should be killing about 5+ Terminators a turn with that, and he won't have many more than 25. Stay away from Terminators of your own. Yours aren't as good as his, and he can out-shoot yours easily. Expect lots of Assault Cannons (nasty things), but they should be wasting shots wading through all your Marines. What you should make sure you do is get into cover ASAP. It'll save you from all those rending shots, and missile launchers. Infiltrate is great for this. With that in mind he'll be trying to get into combat with you. He'll win combat, but he shouldn't be making it in any shape to fight you if you've played your cards right. And a cheap and nasty LT (darkblade, mutation, spiky bits) can handle more than a few Termies.
Ravenwing: I don't think this should be too bad. Lots of bolters are awful for Bikes. They're expensive, and they'll fail a lot of saves if you riddle them with shots. When they try to get into CC with their bikes they are at an advantage, so get an AC and give him either a Power Weapon and D Strength or a Powerfist with Mutation for both. Speeders will be irritating, but nothing a few missile launchers/plasma guns can't handle.
Other Companies: They're pretty much just Marines. They can out-shoot you, so get into CC as soon as you can. Take some Khorne Berserkers as Elites, and Raptors too; they should really chew through the Marine lines. A Defiler won't go astray, either.
Lots of different strategies depending on what they are. Depending on what your force is like, you'll either have the hardest time against one of the Wings. With Infiltrate and AP 2 Deathwing should be ok, and Ravenwing won't be too bad with lots of shooting.
The most useful thing against all Dark Angel armies, is to make sure to remind your opponent as much as possible that the Dark Angels really are Goths in space. Nothing irritates a Dark Angel player more that muttering about how Dark Angels angstily whinge about a few of their troops siding with the mighty Chaos Gods.

Beasts of Chaos (4000)
Chaos Marines (3000)
I hope for your sake he is not using the Dark Angel Plasma cannon army, it is one of the most annoying armies to face and it is highly effective against CSM. Oh and if you have Cypher take him. He's the fallen angel and all dark angels must charge him (characters, deathwing, ravenwing). Make life more interesting since at times you can force him to move those Plasma Cannons.
40K-Beakies(9-14-4),Guard(4-7-2),Orks(34-12-11). FANTASY-Dwarves(15-6-7),Beasts (14-14-1), Skaven (17-17-10) DoC (6-1-2). CYGNAR (28-15-1)
ony problem with that is that Cypher requires permissionto be used.
Chances are, he'll be bringing lots of plasma if he's playing DA. I know I do -- it's fluffy, and most DA players are big on fluff. That means you want to close quickly, since those shots will chew through terminators, lords, etc. Chances are, many of his squads will also be stubborn, so don't plan on breaking the squads very easily. You may want to watch out for an HQ with the sword of secrets (strikes at a higher strength than normal power weapons and normal initiative). Other than that, just play against it like a fairly 'nilla SM force. Of all the "special" chapters, DAs, in my opinion, play very close to most normal forces now, since all marines can now take plasma cannons and such.
You may want to bring a non-statured DP, since most DA armies are fairly geared towards shooting, and, thus, could do some significant damage if they can pick him out from a distance.
Close combat is the answer to your question. Do not try to outgun him, try to be faster than him, get in close as fast as possible. Take Possessed with Daemonic Talons, take Khorne Berserker squads, Take raptors squads, take Furies, give infiltrate and meltaguns to all your CSM's squad and infiltrate them. If you take heavy support make sure it's at least a predator and a defiler and take one or two rhino's you will hide behind the predator butt. Also Daemon unit that stay in the warp for the first 2 turns are a good idea. Drop them behind his lines with Chaos Bikers if you have any of them. Take Daemonettes, they rock in close.
Don't take big scary units like terminators, they will become primary targets and they will go up in smoke quite fast, take loads of marines and get them in close, that is your best bet. A Black Templar army can have a surprising fire power that has been know to fry some armies like the Tyranid before they even got to close combat.
I fought a Black Templar that was playing like a Blood Angel once, 3 assault squad and rhino's all over the place. If the guy is true to his fluff you should encounter plasma guns, melta canons, lascannon fire and the ennemy will have at least one dreadnought, a predator, a chaplain and 2-3 tactical squads.
Good luck and tell us how it went.
Check out this thread, it gives interesting info:
