i never realy thought of doing this until the new nids came out and some people might need a chaos lord that would need to beat up a T7 fex in combat.
i looked deep into the tome which is codex chaos and came out with a S9 A7 lord which strikes first and ignores armour, hits on 3+ wounds a fex on 2+ it dies!
the only downside is that he has to be slaanesh. ok he has D.strength furious charge darkblade combat drugs. i added a couple of extras to mine lkike d.essence and such. hes pretty expensive but will kill anything within arms reach.
Or just shoot it with a bunch of heavy weapons. Personally I just ignore the incredibly slow bugs until they get closer.

The same is true to a lesser extent vs Orks. The mantra is - "Shoot and Scoot!"
Vs horde armies like Nids and Orks, Mobility, HWs, Plates and RF are your friends.
CC vs Mobz or Swarms is often the last act of a Commander faced with imminent defeat.
Those points might be better spent on the much more versatile Obliterator Cult.
