their daemons are quite good.
daemonettes have warp scream which reduces enemy initiative and daemonic talons so they can take down big and powerful stuff. also being 1 pint over a standard marine maske them affordable.
lords get some nifty weapons and equipment too.
Fulgrim's most likely in the warp with the other Chaos primarchs, but as is stated - his state is unknown.
Have a looky over in the article forum - im sure theres an EC tactica in there somewhere. You'll want to bulk out your army with a lot of noise marine squads and havocs - they're deadly in EC, and also a slaanesh daemon prince is probably the hardest around. You'll need some daemonettes - they can provide a vital light assault unit, but are also cheap and come with some great weapons, meaning they can be used in an anti-tank or troop role. Slaanesh are good as they are a multi-purpose army - they can be configured for range or close assault - but don't mix these in a force, either make one of lots of ranged support with very little CC ability, or super CC and little ranged support, just enough for the anti-tank facet of the army.
The only difference between tattooed people and non-tattooed people is that tattooed people are awesome and can kick your ass.

I wouldn't get the Noise Marines box; only getting one blastmaster and one sonic blaster will quickly get irritating. Just buy boxes of regular CSMs are convert.
In Slaanesh, don't underestimate the importance of CC CSMs. Because of Warp Scream, Slaanesh is at its most effective in CC, particularly against marine armies (including Necrons), as no sonic weaponary is AP 3. I'd probably suggest 2 CC squads and 2 squads with sonic weaponary.
Daemonettes are truly fantastic. You should buy 12 as soon as you have a decent delivery system for them, as they are slow.
As far as HQs go, I like the Slaanesh Lord, just because it's a cool model. I stay away from DPs in anything except Khorne armies, because a 5+ invulnerable save just isn't good enough for me on such an expensive model.
And Slaanesh Possessed are really good, though they won't be needed until you get into 1500+ battles.
Beasts of Chaos (4000)
Chaos Marines (3000)
From where you're at, I'd think of anti-armor next. Take a look at the Heavy section of the Codex. Personally, I'd go for a squad of Havocs or a Predator.
Then, like someone else said, get some Daemonettes and a way to deliver them.
A warning: If you're one for authentic models, you may want to pick a different army. Reason being, those sonic weapons cost about $5 per model, with shipping included. You can always convert your own Sonic Blasters and Blastmasters, but, in my opinion, it's just not the same.
Welcome to the perverted world of Slaanesh!
Definatley chack out ebay for some decent prices on models. EC armies can be one of the shootiest armies in the game or they can be geared towards assault. I think they work best as a combination of the two.
