in the codex it said that they could either have loads of armor or none at all, this confused me, to they mean that they can have no tanks and such if you chooose that way, or that they can have no heavy weapons. this just confused me and since im going to start a chaos army and i need to choose correctly i want to know what everything means

Rules wise? It means nothing.
Fluff wise? Well because the Apostles recive "visions" from the Chaos Gods, the Word Bearers will do what ever the Apostle tells them. If the Apostle were tell them the only way the Chaos Gods would let them be victorious is if they left all thier tanks behind, Then the Word Bearers would leave their tanks behind. All because of thier feverent devotion they have to their Apostles. I'm certain if the Apostle told that they needed to fight unarmored and with their bare hands to e victorious, then the Word Beares would shed their armor and cast away their weapons trusting in the abilities of their Apostle.
