I'd say guard models (catachan would work well because they're not very high-tech and don't have as many imperial insignia) or necromunda models of some description (there are lots so i'm assuming some look evil)
They shall be my Imperial Guard and they shall know some fear...

As for the modelling of cultists this subject has been on this board earlier and if you search it you'll find quite a lot on the subject.
On the question if they are any good? Oh, yes they are. They could even be considered very good compared to their points cost. OK, they are fragile but given the assasination-set up, you'll have csm-equivalents on the charge and another bonus are the deadcheap melta-bombs.

Or you can go and convert them, some model of the Dark Elves series from WHFB make for great cultists IMO.

I think Necromunda miniatures would be the best bet

i'm actually making an army w/ AL rules right now, and for my cultists i'm using Catachans, using as many of the pistols and knives as i can. They're going to have greyish skin, and their clothes will be red shirts and like tannish pants, like they're desert fighters of some kind.

you might want to think of painting their skin a weird color to suggest mutation, or if you have the mutation sprue, use that. you might even consider painting little heretical symbols and slogans on them
This night is wild, so cold and dull, these hearts they race from self control

Carpe Noctem (because Diem is too bright)

Blood Angels Wins:6-Draws:0-Losses:5...apparently i'm doing decently for a guy who randomly charges into certain oblivion

I'd go with a variety of figures. Some from fantasy, some imperial guardsmen, maybe some of the inquisitor henchmen, those original chaos cultists Nagato pointed out, or Necromunda (especially delaque). Make them look like a disorganized mob, call them Tafurs and see how many people get the reference.
