hi. im just starting 40k and im leaning towards Chaos, so i was wondering if the Codex has rules for makeing your own chapter.
Yes all of the codecies (plural for codex i just cant spell) allow you to make your own version of the faction such as a new Legion for Chaos, Chapter for spacemarines and so on. So yes but chaos allows you too use the forces of chaos ( the 4 gods Khrone, Nurgle, Slanesh, and Trezech, i dont know the spelling for the last 2) So Chaos have special options and can do things that other armies cant, such as summoning deamons. Good first choice.
I recomend an undivided army to start out and get the boxed set then BEFORE you paint decide if you want to give your units the mark of one of the gods mentioned above. Good luck.

Not like how Space Marines do, no. While you can create your own legion fluff, they'll always have to follow one of the nine rules sets given in the Chaos Codex. If you want customisation, you can use the Space Marines codex and use the chaos models. Therefore, you'll have access to land speeders and razorback, but not to the defiller or the daemonic gifts. But i'm pretty sure you can't find some equivalence to the daemon prince.

Chaos is ultimately more flexible in terms of how the army is customised. While chaos armies lack the speed of imperial space marines, they do not have to limit themselves like Imperials do with their traits system.
Skills like furious charge and tank hunters come at a premium, of course, but do not prevent you from taking other units like Space Marines traits tend to if you want the special stuff.
Basically, you can do pretty much anything you like with Chaos - just remember it comes at a price .

They're aren't rules for making your own chapter, but the majority of what is presented in the traits system that space marines have, chaos can do if you want. If you want to make your own chaos "chapter" (the originals are legions and most armies represent warbands) you can, no ones stopping you, pick a mark or not, a veteran skill if you want, certain weapon choices and keep it consistent throughout the army and it could easily represent the "traits" of a "chapter".
