yes it's legal. It's no different to all the other rules about a model having 1 two-handed weapon and 1 single handed weapon. You just can't shoot both at once.
True Grit has nothing to do with it. Models are allowed to purchase two weapons, one of which may be two handed. Since only one of the two weapons is two handed, that's legal to do.
However, only one may be fired in any given turn, and you wouldn't be able to claim the +1 attack bonus for having two one handed weapons.
You do NOT need true-grit. True grit simpy lets you use your combi-flamer as a ccw. You can still use the combi-flamer it just doesn't count as a ccw. (close combat weapon).
Not even true grit would help you as it's (pure) Bolters-only.
But as been asked before...why? Why on earth have this on a lord? Why not make him a sorcerer and buy him Wind of Chaos and model it like a "Flame-thrower from hell"?
