I mean use alpha legion rules but give them different fluff, paint scheme and name. please help. Thanks.
As is stated in multiple places...
There is no reason to use the Alpha Legion colours to play an "Alpha Legion" list. (Or any GW colour schemes on any army... Black legion dont have to be black, Grey Knights dont have to be grey)
What you call your army has no bearing on playing the game, nor does any fluff surrounding your army.
So, the answer is yes, of course you can, as long as you make it clear to your opponant which army list you are using there should be no problems.

All your opponent needs to know is that you're fielding an AL list. Full stop.
Unless your models are painted to obscure Unit identification, you'll be fine.
Regale him with tales of your kewl new Legion's Glorious Past after the match.

I find my interest in fluff is inversely proportional to the enthusiasm of the author.
Yes! Pyre is the kickassest paint scheme ever! I would attempt to ape it, but firstly I can't paint that well, and secondly I'm going for a night lords themed army. You can get a lot stealthier than flourescent orange...
BUt yes, as has been said, call it whatever you want, paint it however you want (have you seen the kitty marines?), build it however you want as long as you have 80% GW or don't play in tournies, and use whatever rules you want so long as your opponent OKs it.

As ppl have already stated. Yes, it's fine. In fact my army (Annihilation Angels) uses NL rules. I definatley didn't use the NL color scheme or fluff. You can see some sample paint jobs of my lord and dread here:
If fact, there was an older WD back in the day where a guy made skaven-marines! I kid you not. Every marine had a skaven head, tails, etc. poking out of their armour. Those guys must have come from a wierd place inside the eye...
