does anyone know where i can get the rules for the blood pact as i saw someone use them last week and thyre really cool
Did some looking around, and I believe they're found in US White Dwarf 292. I can't say for sure, as finding information on them is pretty tough, but that's where the signs are pointing. I'd start there and see if that gives you what you're looking for.
For those in the UK, that'd be issue 293.
You can find the IG blood pact on GW UK. In the IG section under the doctrines entry.

The trouble is, those rules are actually pretty poor.
11 points for a souped up guardsman? 14 points for a stormtrooper equivallent?
Personally, I'd just use a guard army with the grenadiers and stuff. Not quite as realistic, but far, far more playable.
