I've been toying with the idea of taking him instead of my normal DP loadout....Or atleast making it interchangeable, seeing as he doesn't really cost much and makes a decent number of attacks...+ he's fairly random.
The downside is the fact that his wepon allows armour saves...which makes him useless against most things that are "big'n'scary". Heavy hitting nids/other lords/anything with a 3+ save would all probably not fall very easily, as they would have power wepons and hit at roughly the same time.
I'd probably be playing a Slan heavy "black legion" list. My codex may be wrong (since I believe I read somewhere that he can only augment chaos undivided troops) So I don't know whats what on that count (Khorne marines with +1 I and +1 str/A would be fun.)
The power behind Bile, which also makes him a fantastically unique special character, is that you take him for the army you can create with him and not for his stats. His modified marines option adds a lot of power to your army that can be tooled to make it pretty scary.
I dunno.. the problem with their character is, you're basing your strategy around them a lot of the time.
There's not too much flexibility especially when they have to be number 1 HQ.
That's why I like Kharn. He's happy as the lieutenant as long as he has a few mates he can harvest some skulls with. You can still have enough to pursue other strategies.
If you want to go Slaanesh though, then give Lucius a serious thought. He really is pretty good for his points. Also, there's a brand new spanky model too

Despite the I advantage I'd still probably throw on a power fisted champ, simply for effectiveness. 4 str9 attacks on the charge would be something to make most things shudder. If playing something that doesn't particularly require that kind of strength, obviously swapping out the fist.

Fabius only has to cause a single wound to kill though, so even though the enemy mosters still get their save, they only have to fail one. He's also got a good invulnerable save (for chaos) so he can survive against the big baddies for a while, also his chaos marines can be very scary if you enhance them and add some Vet skills, especially furious charge, and although its expensive, its still cheapers that a fully decked out berserker (actually in the first printing you could enhance marked marines, making St6, Init6, 4 attacks on the charge with chainaxes.................)
Fabius Bile has the potential to be really scary, so long as you get him in his more combat-orientated form where he can use the rod of torment to best effect; to be honest, his silly pistol isn't really too awesome. If you take him then it's probably going to be for his enhanced warriors, but they can't have any sort of mark, not even MoCU, so even in that respect he's a bit limited. So vampire Lestat, you can't enhance a Berzerker. I'm not sure about vet skills though, I think they can still take them.
[EDIT]I actually read your post properly, you weren't getting it wrong after all.
