Well, I'm looking to participate in a combat patrol tournament this saturday and i've never played a CP game in my life. From what I've read its best to go with the most units possible, and at this point level it seems that you should be aligned with a specific legion for the free AC. I'm thinking Nurgle is probably the best because of the +1 T, but i'm worried that they won't have the shooting ability to take out lightly armored vehicles or skimmers. I know plasmas and meltas can probably take care of them, but they just don't have the range. The main problem I see is the lack of mobility available... since we can't take any armor and bikes are super expensive. Daemons also seem to be a big risk in these tournies and the only models I have are Daemonettes... otherwise a group of furies would be best.
I have looked through all of the army lists posted but I can't determine which one I should try. I guess I need mobility, but also the ability to take out skimmers. My main opponents look to be Eldar, other Chaos including Thousand Sons, Tau, Space Marines, and Tyranid.
I'd say Alpha Legion, for the cheap Infiltrate, in my opinion. Deploy last, set up where you want, things like that. As for anti-skimmer and the like, try out Autocannons - they'd be great for it, I think, and help vs. pretty much anything they can throw at you.
Just my two cents - if you want a Cult Legion, I'm not sure there is a "best."
Take a look at my votewar combat patrol army.
Lieutenant /w dark blade, bolt pistol, strength, infiltrate, daemonic speed
18 cultists /w assassins
5 chaos marines /w autocannon, plasma gun, infiltrate
5 chaos marines /w autocannon, plasma gun, infiltrate
If you own the cultisits thats an incredible combat patrol as the Lieutenant is guaranteed a first turn charge. The chaos marines shoot at any threats and kill the damn skimmers. The cultists provide an anchor and swarm over whatever the lieutenant didn't kill. They also attract shots off of the chaos marines.
If you don't own that many cultists you can replace them with a few cc squads or give the Lt. a personal icon and take some furies/daemonettes.
I used this against tau once and butchered their crisis suits 1st turn with the Lt. Then the devilfish and fire warriors desperately tried to take out the Lt. (which they did) but in doing so allowed the cultists to charge the fire warriors. Significant win for me.

How do you model a Lieutenant? Is it just the Lord model? Also, i have no cultists whatsoever... are there any substitutes?
As for a Lieutenant - you can model it any way you want. It's just like Space Marine HQ's - model the weapons and armour, and voila, anything else is your's to tinker with. For the most part, anyways. You could use a standard CSM in power armour, and add a big sword with a pistol, and there's a Lt. with a Darkblade and pistol.
I have no super cool swords =/ Do you think a power sword would pass? I'd love to use a lt since the only hq model i have is a termi lord and i can't proxy.
If you're playing 400 points style, this is what I'd aim for for a variety of reasons
1) You have 26 wounds to try to remove. Sheer bolter fire can stop alot of things dead
2) You don't have to sweat vehicles too much. Landspeeder types can be scary, but Ac's deal with them pretty quickly...Same with every other vehicle that has the armour alotted. Razorbacks/rhinos drop in 1 volley of AC fire most of the time.
3)Other marines will be a pain, but tau/nids will eventually drop under the weight of shots. If you really want to stick it to the 1k sons player, replace the Ac's with ML's and watch him cry.
4) Uber cc units of death will be forced to make so many saves that they aren't terribly viable. If he has one or two expensive units they will die in quick fashion.
Individual armies :
Nids : Their killingpower will probably come from stealers...You have a ton of shots you can direct at them...After that you're left clearing gaunts (which will probably be given without number, though I don't know nids very well)
Tau : They will obviously try to shoot you to death. If he stocks up on a bunch of fire warriors (which I would) they will be cut down by sheer volume of fire. If he takes crisis suits then he will die because he's sinking 1/4th of his points alotment into a single unit. A ML shot or a good bolter volley will end that. If he goes with stealth suits it could be an issue, but again...very costly.
Spacemarines : They'll either use weight of numbers, assault squads or speeders. Numbers is just that, numbers...then it's luck. Assault squads are the unpleasent option to deal with and speeders are the route that makes you grin. Worst case scenario you sacrifice your pure bolter squad to tie up the expensive CC unit for as long as possible.
Eldar : These are going to hurt. Alot of TL starcannon shots....Ofcourse they are mounted on skimmers which means you can take them out of the fight. If he has warwalkers then you again can simply shoot him down.
Alternately, he could be craftworld which means soft targets...which means heavy bolter death and destruction.
Thats just my semi biased view...I believe in shooty over CC at most points.
I was thinking of a list similar to what you have. For some reason I prefer CC armies but in CP it seems that shooty should win the day. As for Tau... wont' their fire warriors decimate me with their superiour firepower?
