Welcome to Librarium Online!
Hey, kinda pressed for time, gotta make this quick. I'm working on a reworked (to some extent) Chaos codex that will incorporate many changes I've seen players clamoring for. A traits system, more Undivided daemons, and more focus on LatD forces rather than all Chaos Marines- they are rare after all- are some of the bigger concepts in the works. I've been basing most of it on stuff I saw on Warseer, but this community is wise in the way of the wargame as well- figured I'd get your feedback. What would you want to see in a new Codex?
Note: I think TS and some other cult Legions should get their own Codices- supplements. It would make everything a little simpler instead of trying to tie in all their concepts to the rest of the Codex. Who says the Rubric Marines are the only ones with the Mark of Tzeentch? No one, really.
Note 2: I won't be doing much for points costs, I don't have that much confidence... almost though.
Here's a nice place to lay out some of my complaints:
Chosen ought to get either a free mark, a free veteran skill, or automatically be aspiring champions, or something. I mean, if you don't want terminators why would anyone take Chosen? They have exactly zero advantage over normal marines (or havocs!) yet they cost more.
Possessed are slow. They're just too frickin slow. Chaos Spawn would make great Elite choices in their place, and be better. They seriously should be able to Fleet of Daemonic Hoof or something. Possessed ought to be really tricked out. 25 points each (a Grey Knight) with Fleet of Foot (not a 12" charge), Daemonic Strength, Daemonic Talons, Daemonic Visage. I mean, really. Why should we have to pay extra to make an already expensive unit useful? I've never used Possessed successfully, even with rhinos. Their base cost is the same as a basic marine with a veteran skill and a mark, yet all they can show for it is +1S and some resistance to AP.
I would love to see LatD units as Chaos choices. Chaos Spawn are one of my favorite units in the whole game.
Defilers costs too much. They just aren't very good. Either you can pay out the nose for a blast template every round or you can put an overpriced AV12 reaper autocannon on the board.
Havoc Heavy Bolters should be 10 per, not its current cost.
Favored should be an upgrade you can buy for one unit of (correct number) daemons per squad of the appropriate mark in your army.
This would make some really cool and interesting new approaches to building armies. Also, do any of you have the Daemonhunter codex? You see the part at the end where you randomly generate new daemons? Why is this not part of the Chaos Codex?!

Here are some Khorne stuff i'd like to see-
-Their own codex/supplement to start lol
-Assault terminators similar to the space marine option
-Raptors made available to them - i was talking to someone before and they told me pre-heresy the World Eaters took full advantage of jump packs, so why not have them post-heresy?
-Juggernauts as an individual unit, able to be upgraded to have beserkers riding them
-Juggernauts to suffer blood frenzy
-Khorne specific weapons - just a wider range of CC options such as rending weapons etc
-Beserkers +1 to basic initiative - they have no chance vs other CC armies such as eldar and nids as they always strike after them
My Arena Champions: Kharn'eth The Bloodcleaver and Gorzag Iron Jaw
Kingcomrade just keeps on spewing the goods... I can't rep you again so soon mate.
Basically, take units which are rarely/never taken, and bump them up accordingly and maybe pimp DOWN some units which are always abused.
Possessed to be SUMMONED on the battle field (take than harlies)
Horrors to get flamer weapons (I LOVED the old split into two blue horrors rule.. sigh)
Plague Bearers get Typhus like nurgle's rot.
Obliterators to be made 10-15 points MORE expensive.
Definitely cultist AND mutant entries and lots of options for them.
Fire control veteran skill.
Friendly fire special rule. (Chaos units can shoot into CC, but the hits are totally randomised)
There are a few generic things I'd like to see.
1) Plastic Demons, for God's sake.
2) Some new shiny psychic powers. We are the gifted of the warp, and we have two good psychic powers that cost a huge amount, and then some rubbish minor psychic power tables.
-Lord: Pretty much fine.
-DP: Our MCs have definitely fallen behind the Tyranids, and I really do think a power boost would be ok with a relative price boost. The one major change I would like is either immunity to instant-kill off the bat (who buys D Rune anyway?), having D Rune costing 10 points, or having the DP be T6 unmodified. Of course he'd have to be more expensive, but I think that will be ok.
-Greater Demons: Not the killing machines they're supposed to be. I think some significantly improved stats and costing almost twice as much. I'd say all of them being T8 and over 400 points is in order. Let's face it, people only play them in friendly games anyway, so why not boost the cost and power?
-Sorcerer: I really would like to see a dedicated sorcerer character. If they mix LatD in with our armybook I think a Guardsmen with some serious psychic goodness would be a great addition of fluff to our armybook. It makes sense fluffwise, too, because it is these sneaky servants of Chaos that usually corrupt Guard regiments. It's only fair they get rewarded for their service.
Chosen: I think the entry should pretty much be removed altogether and replaced with Terminators, like the SM codex. I think the weird pricing of the troops is affected because GW tried to put two entries in one. If they just have terminators they can make prices for one unit choice. I really think they need a power boost, but the SMs didn't get one, so I doubt we will. Shame.
Possessed: I agree with the above comments, so I won't bother.
Bloodletters: I don't really think they justify 24 points. Banshees are -2S granted, but with a much better I, so I think a price reduction is in order. I'd say 21-22 points for these guys is more adequate.
Plaguebearers: Never played with them so I can't ccomment.
Horrors: In need of serious change because Flamers are just plain better, even with the price increase. I'd say give them different roles. I like the Fantasy set up with Horrors being casters of some kind and Flamers being direct damage. Right now their roles are the same so Flamers are of course better. To give Horrors a damage boost will just make Flamers obsolete. Either drop Flamers altogether, or make Horrors magic users. I think something like 1 magic power per three horrors is a good number.
Nurglings: I would actually prefer them to be summoned. But then I think all bases should be redone in 40k.
Raptors: I think they're just too expensive. I'd make them 25-26 points to be fairer.
Bikes: Actually pretty good, but I'd also lower the price 2-3 points. Just so they can compete with Raptors.
D Beasts: I actually think they're pretty good, particularly Furies. I'd give Screamers a slashing attack like their Fantasy counterparts.
Dreadnaught: I'd love to see it come with D Possession, but SMs would spit chips.
Land Raider: Lower its price to 200.
Defiler: It really is too expensive. Maybe lower the price 15-20 points.
Besides that I really like the concept and execution of the CSM codex. I really don't think it's dated much over the years.
Beasts of Chaos (4000)
Chaos Marines (3000)
Edit: I find it amusing that everyone thinks stuff needs to get better. We're in pretty good shape, IMO.
But anyways, on topic, I love the idea of adding LatD (my favorite chaos army) to the chaos codex I hope it's the approach GW takes.

Everything I have told you, even this, is a lie.
I nearly forgot about this. Chaos sorcerors are a joke. We have no Undivided minor psychic powers. The only minor powers I would ever think about buying are Slaanesh. Most of all the others are just so worthless.Sorcerer

I think Tzeentch psychic powers need to be redone. The Bolt of Change is about the only good one and it is super expensive. The minor powers are horrible and for a psychic - oriented force I really expected something a bit better than Pink Fire... its sad that the Slaanesh minor powers are better.
