I want to start an Iron Warriors army, but I need help, should I buy any vehicles? Or just stick to havoc squads?
If I wear you I would make sure that I had an HQ and a good number of plain troops with and without special and heavy weapons and then build up from there with a dreadnought, basilisk, or predator.
Also, get a lot of obliterators. It's what Iron Warriors are good for.

How about you go building your army is really up to you. I think if you use the search function, you could find some similar threads which may be of use.
Vehicles vs. Havocs can be debatable, and lots of comes down to opinion. With Iron Warriors you get the added benefit of being able to select the Basilisk and Vindicator, both of which can be good additions to your army. Havocs can be good too, though.
Just make sure that you get the HQ (chaos lt./lord) first, and then two troop choices. Thereafter you can expand into other units of interest. I also suggest proxying and experimenting around, a bit.
I already have 14 Normal Troops, 2 Asp Champs with Fists, 4 Autocannons, 3 Heavy Bolters, 2 Plasma Guns, 1 Missle Launcher, and one las cannon. I have 3 obliterators also, 6 raptors, 5 termies, 1 Lieutenant, 1 lord, 1 Chaos Daemon Prince, 3 bikers , 9 TSONS, 10 Khorne Zerkers, 6 Plague marines, and some more.
Why don't you follow the guide in the GW books. Start off with the minimum hq plus troop choices then build from there. It's certainly more cost effective than running out and buying vehicles straight away.

You'll probably need a few more basic marines BUT - you have 4 autocannons. This is a very good thing.
Basically.. if you're going to use tanks/armour, then you need to make sure you use a fair bit of it to ensure that your one peice of armour isn't victimised. a single piece of armour gets popped faster than a zit on a kid's face before his first date.
Consider the unique options that Iron warriors have - basilisks and vindicators etc.
And finally, play them how you want them to play. Havoc squads are incredible. Vehicles also can be incredible.
They're both viable options if you ask me, but a mix would be ideal.

ANYWHO, back to your question. I would chose havocs over tanks, but then, I'd put in a mix.
at 2k I'd be looking at 3 heavies max, depending on how you design your army.
Fast assaulters: 1 vindicator, 2 melta(or plasma) havocs.
Bunker down, hide and punish: 1 bassilisk, 1 defiler, 1 4x Autocannon havocs.
Balanced: 2x 4autocannon havocs and one predator(or any other tank of choice)
Like I said above, think, and decide which "style" you would like to play and then start formulating your troops choices, and fill in your heavy SUPPORT around what works with them, not the other way around.
