I've got two questions and I hope I'm posting them in the right place.
1-When playing Alpha Legion, how demented does one make the cultists? I know its common to use various warhammer (not 40K) kits to create nasty looking cultists. Is this even completely appropriate though. Keep in mind, Alpha legion are known for their subterfuge and infiltration. How could one sneak around Imperial positions with cultists that look like zombies and have 3 arms? Wouldn't say, a clean looking unit of IG be better at such things?
2-How does the Alpha legion recruit new troops? Not as a easy as for the other chaos legions as the Alpha legion doesn't have a home planet and isn't based in the eye of terror.

also, i don't see the whole legion as infiltrating as such, id say some powerful charismatic captains and the like infiltrate sqauds and turn them over, then when there is sufficient infiltration a strike force of the legion proper assaults the partially converted positions and the loyalists are overcome from without and within.
Its then left to the converted guardsmen to move the rebellion to the rest of the planet.
Just amplify the scale to a planetary level
ps new recruits seems easier for the alpha? Or are you talking about difficulty in new marines? Rather than cultists? I would guess they just have the gene seed and marine production facilites on the world which is most secure and prosperous of those they rule at that time
Well, here's the thing. I'm thinking of making a just regular group of cultists that won't be mutants. My thinking here is that these will be the infiltrators, sneaky corruptors turning imperial units against their leaders. I've been thinking of making mutant cultists as well (I'm thinking of using fantasy beastmen).
You're right on the bubble about my other question. Could the Alpha legion carry their marine making equipment and gene seed around? You know, from planet to planet? Or maybe they have super secret bases through the imperium, moving from one base to another.
A cool piece of terrain/battlefield could be a secret Alpha Legion base.
As far as Cultists go, anything that looks good to you. Remember that Cultists can be represented in many ways. One AL player I know uses Cadians with conversions, and another uses a lot of Fantasy models to represent locals of a planet.

My cultists are made from Empire Militia box sets. I do a little bit of converting to put a pistol in their one hand, leave the CCW in the other. In the fluff for my AL army, they just take locals from planets they have turned to chaos, and use them as cannon fodder. Then move in with only a few marines to finish the job.
Cultists can be anything you want to show. Think of them as locals to a planet, that have been converted to following of chaos. Since AL, and thus most of their planets, don't reside in the Eye of Terror, they don't neccassarily have mutations.
If you want mutations, the Warhammer beastmen box also is a good choice. Just remember, they only get a pistol, and a CCW, and on the 40k round bases.
As for new marines, I imagine they they have facilities through out the galaxy. AL doesn't have a home world, but they do have many secret hidden bases all over. Who's to say some of these don't have marine factories on them.

I have recently set on the same dark path as yourself.
I advise the use of the plastic scout set. It's one of the onyl sets that has close combat weapons and lots of easily changed pistols. e voila, the problem of cc weapon and S3 pistol solved.
That mixed with cadian/catachan sprues and some other bits and bobs should look good. I like the fact that you're treating them as a tightly organised militia. kudos.
Personally.. i'm not made of money, so mine are nice ugly mutants which can be put in a LaTD list also.
Chaos = creativity.
Space marine players would have to carefully cut and align a melta gun to put on their marine, which chaos, you simply green stuff it on and say it's a mutation.

I find that Battle Wagon Bits or Conversion Bits are great for pistols since you can order the IG Sgt pistol arm and just chop off the laspistol.
