Night Lords are a lot more rare to see on the tabletop than Slaanesh. Besides, I like NL fluff and rules a lot better. Also, NL should be cheaper for you to buy.

Which army? Come on now. You simply can't ask an open-ended question like that. Give a little more. What tactics do you want to try? What fluff (if any) do you favor? Things like that.

Argh, its so hard to stick with one army. Everytime I turn around I see other good ideas and interesting armies I want to play.. so many armies, so little time/money!

Slaanesh, if you're going for availability. Night Lords boxes/models are harder to come by.
I'm a Slannesh player, so I'm biased.. But to attempt an unbiased assessment.
Slannesh would be better if you want a more flexible army, probably primarily based around close combat with perhaps some ranged support (don't get caught up on sonic blasters, they aren't as good as they look on paper) and with the potential for powerful synergy between different units. Warp amps and blastmasters are a good example.. as are CC noise marines and daemonettes. On the downside, your choice of troops is heavily restricted, so make sure you can live with restriction.
This is of course Emperor's children though.. no reason you shouldn't do a slannesh/undivided army (black legion noise marines look awesome on the table,) which is an immensely powerful combo with few real disadvantages.
Night Lords are great if you want to do a very fast and furious army, but unless you are there's very little point skipping the option to field marks and daemons. You may not have very many models, but the ones you do have will likely get into close combat very quickly, and can inflict a lot of damage. To play such an army, you'd have to be careful about choosing your fights and making sure you don't get overwhelmed, but the speed of your units should make the game very hair raising for your opponent.

i say NL because of fluff and the whole tactics thing. they are the chaos cities of death army. if you EVER play COD than you should get NL. also the fact that you can include 40 raptors and 30 winged possesed may be expensive, but will scare the **** out of anyone, especialy scince the raptors infiltrate. get a winged lord with furious and dark blade +dflight to go along and you will be fine. the raptors and lord willthen be able to charge up kill, and your lord should be able to deal with anything that gets in your way. also if he gets the jump on one of those peskey chaplains than he can Id them easily plus if charges(he will have to to Id them) he can strike before thme. see, one more chaplain the forces of chaos don't have to deal with. during my inner squable chaos tournament a coulple of years ago i faced a NL army like this in city fight(well it wasn't exactly city fight but there was alot of buildings) and i not surprisinly lost. they fielded 40 raptors and a lord like the one above and just swept through the city killing at will. they got killed in the end by my 30 havocs with autocannons but the lord finished my lord off in a one on one duel for the game(that happens alot with me). i lost because he got the charge. i would have gotten it if i had done better with my fleet move...
i do ramble alot.
point is night lords are good cityfighters and i play khorne and eldar so i dont exactly like slaanesh.

Like bodygarrett said you need to be more specific. What army are you more interested in painting? That is always a big factor for me.

seriously though start with black legion. with black legion you can slowly lean to both sets of marines without too much bother.
Best to create your own legion with your own colours. That way, they can be noise marines or nightlords whenever you wish them to be.
