Inspired by conditional formatting options in the new Excel 2007 I started making a table that compares vehicle-bashing ability of different chaos units (right now, 20 meltabomb Cultists are the scariest unit you can throw at a tank, heck, even 10 of them will rip a Land Raider apart!).
Right now the table includes:
5 Kroot Shapers + Evisc
Dark Blade Statured Lord
DB Lord + DS
Statured Lord + DS
AC with PF
AC with PF (DS)
AC with CF
AC with CF (DS)
Havocs AC/Plasma TH
Havocs Meltas far
Havocs LC/ML TH
5 Kroot Shapers + Melta
20 Cultists + meltabombs
As I have yet to make it work for skimmers and moving vehicles I still have time to include other unit options that are commonly used for tank hunting. So my question is: which ones?

Onodera wouldn't waste his time factoring in Daemonic speed - which has no effect upon armour penetration.
DS stands for Daemonic Strength.
Onodera, there's many combinations involving Chaos HQs. Consider, Dark Blades, Daemonic Strength, Furious Charge, Stature, Combat drugs etc etc etc.
I would advice doing 5 attacks at Strength 6-10 (non statured or weapon using statured Lords), then 5 attacks at Strength 5-8 for monstrous lords.
5 Attacks is a good average, i'm aware there are lords with squillions of attacks
That would include any combination that player can conjure up.
PF is of course Power Fist,
LS - Las Cannon
AC - Autocannon or Aspiring Champion depending
ML - Missile Launcher
TH - Tank hunter veteran skill

Hm, Daemonettes are interesting. I'll also generalize the Lord. Stay tuned.
The table is there.
Things I didn't do:
pick every vehicle from every codex and put it in my table. I give no names, just generic AV and move distance/smoke/etc.
include Codex special rules, like Eldar fields, Necron metal...
include Daemonettes (because I was lazy)
include Meltabomb-toting Cultists and Kroot Shaper Councils, because they got almost all green cells.
Colored ranges are vertical (efficiency of different squads versus a particular vehicle).
