well for chaos marines in the codex it says they may have a close combat weapon and either a bolter or bolt pistol. my friend says if they have a close combat weapon like the swords or something they cant have a bolter only a bolt pistol. is that true or can they have either or.
You are correct. They can have both a bolter and close combat weapon. It's really pointless though because you get no bonus... I think its just one of those things they add in there so you can model your Nurgle marines with True Grit better.
ok so for regular chaos marines i can do that. like it doesnt have to be the weird possessed looking arms and heads does it. i can just use the regular arms and stuff right? only reason id rather have bolter is because it shoots farther and i wanna have the other weapons on there other arm
oh so rlly id be better off useing the bolt pistols than to go with the bolters if im doing it this way. then put bolters on like another troop on xmas when i get them
i think ill make 3 guys carry a sword or something then a bolter and the res will carry close weapons except the one guy has a heavy bolter

You should really get one.. and I'd really recommend posting and compiling an army prior to building anything. on Lo, you can post a list, and people will help you make it better for free - so you waste less money building your marines.
Most people need both marines with CC weapon & bolt pistol AND marines with just bolters. THey both have their purpose in laying the smack down for Chaos.
As far as I'm aware you can't mix and match within a squad. They either all have bolters or all have boltpistols.
Then you ahve to take into account special and haevy weapons too.
It sounds a bit complex, and it is too. If you want simplicity of army design then play necrons. But, otherwise, have a stab and make a list then post it like everyone else.

For example, if you had an Aspiring champion with a bolter and powerfist, he would get his base attacks and any for charging.
The veteran skill TRUE GRIT allows the bolter to count as a second close combat weapon, but you don't get the charge bonus.
The net "gain" is had from having a bolter instead of a bolt pistol(1 more shot moving and shooting over the BP.)
having bolt pistol/ccw give you the bonus for 2x ccw, and the charge bonus.
