Having never used them, and not able to visit and ask Games Workshop for some time now, im wondering if someone could explain what they do (i still dont understand -- i have the rulebook) and if they are worth adding or who to give them to.
And I need help with Krak grenades as well.

I think it's pretty clear and easy to understand.
The main thing to do, is divorce frags from being a weapon to be used.. it just has an effect. Also.. kraks can only be used against vehicles.

As for when they're useful, I like to give them to pretty much all of my HQs so they can charge whatever they want, and I also give them to Khorne Berzekers so if they "accidentally" charge a target in cover they're not screwed.
As for krak grenades, I have never used them except on Raptors which come with them for free.

In modern warfare, you throw anti infantry grenades at the ennemy in order to prevent them from firing back when you assault them... They have to hide in their trench or to run away from the grenade to avoid the blast and while they do so, they can't adequatly react to what is coming. The idea is not necessarely to hurt them, but to prevent them from reacting to incoming threat.
Now, read the rulebook again and try to apply what I wrote here to 40k and everything should go fine.
