1. I don't want to buy the chaos space marine Chosen terminators is it ok if I use a little green stuff and different colors to symbolize that?
2. What units for chaos have to be summoned?
1- I'm not exactly sure what your asking. What are you wanting to symbolize? The termis themselves? If this is the case then yes, you can convert models for terminators. If you're converting basic chaos marines, then you'll really need to distinguish the converted terminators apart from your regular chaos marines (assuming you're using regular chaos marines).
2- read the codex. It's very clear on what is summoned.

If your asking if it's okay to use a different colour on power armoured marines to represent terminators then it's a big fat no.
WYSIWYG means that if the models have equipment it should be shown and this counts double for something like terminator armour.
If you wanna use greenstuff the models should look noticable different than normal chaos marines.
maybe he is asking if he can use loyalist terminators, but paint them up to look like chaos. If that is what you mean, then yes you can. Although if you were to do this, you should probably add some spikes and stuff to make them more chaotic.
