I have some questions regarding Space marines. What are the best guns agains them?
I plan on using a 5 man dev squad (with 3ML) against dreadgnoughts and alike... A tac squad of 2 meltaguns and a tac squad of 2 plasmaguns (since i have cleanse and purify )
Now which gun should I take without blinking??
It will be a 1000 p battle and I will post a list later this day

Depends on how close you can get, really. Plasma Guns work best against Space Marines and you can usually take them without blinking, however, if you're going to deploy via Drop Pod, a Meltagun might be better due to not overheating. On the other hand, it has less shots and has no real advantage over a Plasma Gun. Figure out which one fits your play style best - I personally use Missile Launchers to destroy Dreadnoughts.
Well the idea is : let the marines with plasmaguns and ML footslog across. (the ML will remain stationary most of the time though)
Let the Meltagun marines gang up with a chappie and put them in a rhino, and move forward along with a assault squad and a bike squad (both squads a powerfist )
Thats the plan. Is this any good??
Ps : dont know if i should play 5 man scoutssquad with 2 ccw?
Guys with the Plasma Gun should definitely move forward. Guys with the missile launcher can pretty much stay where they are and take pot shots at any vehicles or whatnot. Meltagun with the Chaplain is a good idea, though remember that it's tricky to assault enemies when you're using a Rhino to move around, because of the rules for assaulting out of vehicles. From the questions you're asking, I assume you're new at this, so if you are then it's probably best to ignore the Scouts for now and just take as many Tactical Marines (apart from your Devastator Squad) as you can. They're pretty flexible and will accomplish most missions. When you start thinking "hey, I kinda wish I had X unit in that situation", then you start thinking about swapping stuff out.

But it is still the right thing to put the chappie and his men in the rhino, right??
How do i else get him fast in assault range??

Plasmaguns, assault cannons, plasma cannons, vindicator cannons, infiltrating scouts with a M.L. and lots of power weapons/fists for when things get hairy.
Its much more difficult to discuss the tactics required to overcome quality space marine armies.
Further more, there are far more variations to space marine lists then to other armies, further complicating the task.
Instead, post an army list, since your mostly asking wargear questions, which isn't actually a tactic, its a list selection. Most of the time, you should build armies to defeat power armor, as most units you will face, will have power armor.
Posting an army list will allow players to easily see how to improve your list again any opponent, which will give you a leg up in a close battle.
