i know he has special abilities but
commisar with powerfist,carapace,boltgun-66
inquisitor with thunderhammer(same price as powerfist but has extra stun ability), boltgun)-46(carapace comes free)
both are just as effective stats wise
1 is 20pts cheaper so why take a commisar over a inquisitor????
now for a really nasty hq you could try hso+grey knight grandmaster+commisar+(maybe)inquisitor-but that is 300+ pts for 1 squad with 11 wounds
but why does everyone take a commisar over a inquisitor(is it a fluff reason???)
persionally i use the extra freed up 20 pts to get me 2 extra plasma guns or melta guns(or even demolisher plasma cannon sponsons!!!!)

I've been addicted to World of Tanks lately and neglecting my IG... But it is so... much... fun!
Some may use Commissars for fluff reasons, however I believe if you use an inquisitor in your HQ squad, he counts as an independent character; therefore he may die before he gets to use that powerfist equivalent. I think you can get around this problem if you use him as an HQ choice and include a retinue. Commissars are nice because of the hidden powerfist thing.
The 'hidden' fist is why I like the Commissar more than the Inquisitor.
I wouldn't take this for a Tournement, but here is a cool assault HQ.
HSO (power weapon, Carapace, Refractor, Medallion Crimson, Bionics)
Two or three Guardsmen with Flamers
Priest (Evicerator, Rosarius)
Commissar (Carapace, Power Fist, Refractor)
Psyker (Honorifica, Force Weapon)
Crazy expensive, but deadly in assault.

well for me my hq or horifica carrier is more grand looking and is the first target meaning the squad
