Are you trying to present a reasoning to do it? one might argue on a chimera/hellhound it could be a good idea that way your maxing on template weapons with heavy flamer. Personally, I would never to it as i don't want my tanks that close to the enemy.

I don't think it's used very often because, one, it's annoying to model, and, two, the limited range is a nuisance for tanks like a Leman Russ who have very long range weapons.
That being said, using it on a transport, in a game where you're going to be getting close to someone (Cities of Death), or against an enemy like Orks or 'Nids where they'll be coming to you.
My biggest deterrent, as I said before, was that it's not very easy to model. There's no Heavy Flamer turret with the Leman Russ pack. GW needs to update the plastic sprues on the IG tanks in my opinion. Most of them are about 10 years old.
