I bought the SM starter pack last year and I am just now getting serious. however, the base SM codex and the overall rules dont describe each weapon very well. also, all the add ons (ropes, grenades, etc) its hard to tell what each small item is before placing on the model. is there a good site that lists each add on/weapon?

What do you mean describes the weapon? As in stats for it or fluff?
For stats the best page to turn to is the summary page in the codex - it lists all the stats for the weapons used (Strength, AP etc)
As for the add-on bits in the sprue - do what I do and stick with the readily apparent ones. The 'bumpy' grenades are frag grenades the other 'rounded' ones are krack. The big pouches are, i think, pouches with spare magazines for the bolters. Try trawling the gw site, there might be somethin on there
For stats just use the Space Marine Codex. For extra info there is actually a codex Wargear which lists the weapons in the 40K universe. I havent really looked at it again since I bought it. To be honest I only got it because it had a big picture of a bolter on the front cover.

For most purposes they are purely decorative to enhance the look of your marines, although if you want to use an Auspex you should really show it on the model, and some more 'vigilant' players may pull their face if your army list includes grenades and your models don't.
I can't say I've seen it all but I live for the things that keep me hollow.
Its best to just ask someone these questions in real life. You can generally get the idea of which weapon is what, by reading the rules and using logic, then combining that with what comes in a box. But, there aren't actually that many common weapons - so a person in real life could set you straight pretty quickly.
I had exactly the same problem. Weapons you can find in the main rulebook (dunno about the Battle for Macragge one though), I still tend to mix up plasma and melta. Melta looks more like a flamer while plasma has that boxy, kinda futuristic look about it.
As for scrolls, grenades, purity seals, etc. I just skipped those, at least for my basic marines. I'll paint my marines first, and if I feel the need to add some grenades (assaulties get them automatically anyway), I'll add them on afterwards. They're going to be a little bothersome to paint that way, but a steady hand and patience wins the race.
