SHould I use four Tectical squads with 1 Sarge, 9 Marines and one with meltagun and one with plasma cannon or six tactical squads with 1 Sarge, 4 Marines and one with plasma cannon?
Aside from that, what Heavy Support should I add for my army?
Its really a matter of Choice, but I'd go for the six-man squads, though I might take one out just so that you can have a scout squad full of snipers because they are great against high toughness models and can pin people, don't rule out the regular plasma gun either, it has exactly the same stats as a plasma cannon except it rapid fires and has no blast template.
As for heavy support, I'd say either a devastator squad with lots of missile-launchers as they can be good against troops and infantry, or maybe predators since they can also dish out alot of fire power, in the end the choice is yours

Try this if you can; 4 Tac squads of 6 marines. Plasma cannon for heavies, plasma gun for the special and make the Sgt.'s vets and a plasma pistol for them. Mount in 4 razorbacks and lay down the love.

Oh yes, fun fun
Though, here's what I do:
2 10-man squads w/ PC, PG, Sergeant w/ bp/ccw, mounted in Rhino (front line squads, lay down suppressive fire to cover assault unit's advances, and can move to grab objectives or support in assault if need be)
2 5-man squads w/ LC (basic, fire support squad. To keep with fluff, I only used a heavy weapon)
10-man Scout Squad, bp/ccw, Vet w/ powerfist, stubborn (counter-assault unit, these bad boys can take just about anything and survive, bar poison spore mines, heavy flamers, and ordnance  )
10-man Scout Squad, 6 snipers, 2 bolters, 1 missile launcher, Vet-stubborn, auspex (love that snip-ey goodness, plus it never hurts to get a free round of shooting on some genestealers)
