What does TVR and NAR stand for? And why is everyone talking about it.

TVR=trial vehicle rules, as found in the most recent chapter approved. as to the NAR, beats me.
I think someone is calling the Trial Assault Rules (TAR) as New Assault Rules (NAR).
They are new, yes, but they are still considered trial rules and require the consent of the players to be used. Obviously if a tournament is using them, you give your consent to use them by signing up. GW is using them in many/most tourneys, but that doesn't change their status.
Indeed, but expect them to be around in some shape or form in 4th edition
