I recall such attempts made way back, but figured it'll be best to start a new topic rather than revive the old ones.
So, let's tell each other about our custom chapters!
My own Chapters are:
Colors: Gloss black armor, white shoulderpads, metallics range betwen steel and silver. The Chapter insignia is a black raven on white background (formerly essentially a black copy of Raven Guard icon, but I'm trying to come up with a better design)
Traits: Be Swift as the Wind, Die standing
Battlecry: Hail! Hail! Hail-and-Kill!
Themes: Medieval chivalry meets Heavy Metal
Fluff summary: The Raven Knights are a fleet-based crusading Chapter founded in M35. Presumed lost in the warp on 540.M37, they have resurfaced almost three centuries later. Whatever has occurred since its sudden disappearance, the Chapter has been reduced to under three companies of manpower, with most high-ranking staff dead or missing. Of what happened, none of the Marines would ever speak and since individuals too interested in the subject have the habit of vanishing, nobody is too interested in pursuing it.
The Knights are are a proud and fiercely independent Chapter, with a strong sense of honor and duty, but some of their religious practices (most importantly replacing the normal masses and catechisms of Imperial faith with so called "concerts") have earned them enemies among the more puritan officials of the Ecclesiarchy.
The Chapter's geneseed remains untainted, but the standard Phase 1 implantation of secondary heart has been substituted with a purely mechanical equivalent (the so-called "Metal Heart"). While reasons for that are unknown, the geneseed of normal Phase 1 implant has since become extinct among the Chapter's Marines.
In recent times, a routine geneseed check by a somewhat over-attentive Magos of the Mechanicus has resulted in a startling discovery - that the genetic template of Raven Knights' implants does not match those of any known First Founding Legion, loyalist or otherwise. How the Inquisition reacts to that revelation remains to be seen.
The Chapter's combat doctrine is primarily based on overwhelming their opponents in close combat during sudden assaults, but they are known to use complex battle-tactics if the situation demands so.
Style manual: Most of the army is composed of bikes, many of which are highly customized. "Knight" helmets (regular faceplate replaced with a wedge, like seen on some of the helmets on Black Templar sprue) are very common, and the suits of Powered Armour worn but the Marines bear heavy resemblance to the older Marks (particularly MK III).
Every model carries a sword or a similar bladed weapon, and veteran marines (the Elite-upgraded bike squads) also lances to represent their Furious Assault ability.
The purity seals, parchments and banners sport mottos taken from various Heavy Metal and Power Metal song lyrics (some of which are also painted on larger flat areas of the bikes).
Colors: Azure and metallic turquoise. The Chapter insignia is white dragon and starfield over a dark blue background.
Traits: Cleanse and Purify, Faithful Unto Death (might add See But Don't Be Seen and Aspire Unto Glory, not decided yet)
Battlecry: Dragon hearts - Dragon fire!
Themes: High-tech sci-fi soldiers
Fluff summary: The Ion Dragons are a relatively new Chapter, with barely four hundred years of combat history. Based on the fourth planet of Gamarron system (Calixis sector), the scarcity of resources on the Chapter's homeworld made them experts in scavenging and recycling resources.
Two millenia ago, the Gamarron system was subject to a surprise attack by Chaos raiders. Faced with certain destruction, the Technomagi of Gamarron Septimus have overloaded every single reactor and power core on the planet, choosing to destroy their world and themselves rather than let their knowledge and weapons fall into the traitors' hands. The Chaos fleet suffered numerous losses, but continued their assault, moving to the hive world of Gamarron Quadra as their next target. The sector fleet has arrived soon enough to prevent the same fate meeting the densely populated Gamarron Tertius, but the raider fleet has already laid waste to the Hives of G.Quadra, crippling the future homeworld of Ion Dragons beyond any chance of rebuilding. Surviving population of Gamarron Quadra are resilient people, surviving on their world by sheer determination and force of will, thus making near-perfect recruits for the Astartes.
The Chapter conducts occasional expeditions into the scattered remains of Gamarron Septimus, the recovered weapons, materials and data providing the Dragons with advanced technological knowledge and materials that would otherwise be inaccessible on their barren homeworld.
Ion Dragons' combat doctrine relies on annihilating the enemy through precise strikes taking apart the key elements of their supply, communications and command structures, disrupting the opposing forces so that the Dragons can swiftly deliver the killing blow.
Style manual: The Chapter uses only newer suits of armor (Mark VII or higher), with the few older suits restricted either to the high command or ceremonial duties. Dragon-like decorations (in form of heads, scales, wings or claws) occasionally appear on the marines' weapons and equipment, but are not overtly noticeable. To emphasize the high-tech appearance, all helmets sport additional optical sensors, antennae etc. The Sergeants and commanding officers typically have advanced comms equipment (cabling going from backpack to the helmet and antennae installed on the backpacks). If I decide to go with the See But Don't Be Seen trait, the Acute Senses can be represented with addition of miniature searchlights to the backpacks of some Marines (think like the one that's on the Apothecary backpack)
Ei, this is nice. Inspires me to create a better background fluff with my up-and-coming army.;Y
Mine are called the angels of glory, if you want to see the fluff the search for the topic called, Prepare for glory, comments would be much appreciated.
Traits: See but dont be seen,Never Dispair,Eye to eye.
Battle cry:by Commander- Angels! Prepare For Glory!! followed by the marines- AHUU AHUU AHUU!!
Ultramarines sucsessors but they see the codex as a set of guidelines, advice and hints more than a strict programme.
Most notable Action:
Termination of the heretic Governor Xerxeanus Athalta.

PROUD TO BE IN THE BRITISH ARMY.
~~ Surrender and serve me in life, or die and slave for me in death~~
Colours: Black armour with bone trim, weapons and detailing. The 2nd company is denoted by bone knee pads.
Squad demarkation is primarily noted by the colour of the helmets -
Tactical Marines - Black
Assault Marines - Black (maybe red, I haven't painted a normal assault squad yet )
Devastator Marines - White
Veteran Marines (including sergeants) - Bone
Traits: Blessed be the warriors, Cleanse and Purify, Aspire to Glory, Die Standing.
Theme: Blood Angels without the emo.
Fluff: The Star Dragons are an agressive chapter with a predominant use of assault marines and jump packs, which are issued to veteran squads in place of terminator armour, which the Chapter has little of.
The chapter prefers a co-ordinated landing and assault, eschewing the use of drop pods which often result in dangerously high casualty rates and unpredictable theatre scenarios.
While coming from good genestock, some speculate that the Star Dragons descend from Blood Angel or Raven Guard lineage, despite how improbably that is in both instances. Either way, this is of little consequence to the chapter - all marines are schooled in close range warfare and advanced close combat techniques regardless of their role. All marines are expect at some point in their first decade of service to spend at least one campaign or deployment attached to an assault marine squad to learn the role of those fighting 'at the sharper end.' Land speeder pilots are recruited exclusive from veterans of the assault squads and company.
Company chaplains are frequently found to be deployed with the assault marines.
Style: Veteran assault marines (elites choices with furious charge) backed up by dual plasma rhino squads and land speeders. Predators and devastator squads provide heavy anti-tank support where needed. Assault marines are equipped with flamers as a matter of course.

Colors: Purple, over all, with red on the boots from the knees down, the chest eagle, the shoulder exhausts and on the shoulder pad lining. Turquoise 'abatement' marks are denoted on the helmets over the left eye, and vehicles over the left headlight/view port, and are burned into the faces of all Reconciler's during the initiation ritual following implantation of the Betcher's Gland.
Traits: Trust your wargear, cleanse and purify, death before dishonor, eye to eye
Battlecry: (Call and return style) Command Element: Through Death...! (marines) ABSOLUTION!
Themes: Penitents, Hair Shirts, Dangerous Equipment
Iconography: Banners for the chapter tend to be simple purple and red affairs, with the names of battle brothers who have died written on them (The List of the Saved), chapter iconography seems to indicate a skull (displaying the same mark of shame and abatement that all Reconciler's wear in a similar position), with a starburst style field behind it, in different colors to denote the appropriate company (although the chapter is noticably lax in policing finer issues of organization per the codex astartes and tends to consider itself as aggragate as opposed to segmented when planning).
The Reconciler's chapter is one of the many chapters with an uncertain lineage, and history. What is known for sure is that they suffered some severe loss of their marines at some point, which led them almost entirely into genetic tech-heresy. They adopted an implanation process somewhat similar to that used by the blood angels. Typically the marines feel an overwhelming guilt, a need to make up for some percieved failure to the Emperor, and find the clearest method to this to be through dying for same. Ostensibly a Dorn derived chapter (despite having a functional Sus-an membrane and betcher's gland), they do exhibit a great deal of the self-flagellating, masochistic tendancies found within, and their sacramentals (and some prodding from the Dark Angels) resulted in the Inquisition putting them under a firm eye.
The Inquisition kept getting called back to investigate the chapter, kept finding nothing, and decided to save time by posting some Inquisitors to the chapter itself. So the chapter tends to find itself going into battle besides members of the Adeptus Sororitas as well as more mundane element of the Ordo Hereticus. The Inquisitor Lord most responsible for this overwatch, one Ivo Felotas, is considered akin to a second chapter master. The chapter has no respect for the codex astartes, having actually burned all of their copies, and generally consider Roboute Guilleman to be a coward for not being present to aid the Emperor on Terra.
The chapter is still looked at with askance by outside members of the Inquisition, as their casualty records seem to be more then any Astartes chapter should be able to endure, and the precise number of Reconcilers seems difficult to properly estimate given their nomadic, crusade based nature. They have come into conflict with the Dark Angels on numerous occasions, and due to the machinations of Inquisitor Felotas, have fought beside and against the 666th chapter of the Astartes on several occasions (although of course, all such actions are generally removed from records and surviving participants mind-scrubbed).
A fleet based chapter, generally most of their equipment is fairly squeaky clean, or alternately sports a lot of battle damage to indicate their frontline situation. As they rely on manufactoral ships instead of Forgeworlds, their equipment occasionally displays oddities, such as Hunter Kill missiles mounted in strange places, loose systems, and malfunctory, mismatched or jury-rigged sponsons.
They tend to prefer plasma weaponry because its more likely to accidentally fry its user, and prefer the use of large scale weapons, such as Vindicators, as opposed to faster means of travel (they -want- to endanger themselves by moving slowly). They also tend to take a 'shoot at us, we like it' approach, by planting themselves in cover, and decimating the opponent while signing praises as their numbers are thinned down by enemy attention.
Im sure the reconcilers are already a chapter, nothings really been done on them but i think the colours and name are allready done, l check that up for you.
EDIT: nope, im wrong, sorry about that one!

PROUD TO BE IN THE BRITISH ARMY.
~~ Surrender and serve me in life, or die and slave for me in death~~
I do know there's a few other players out there running their own chapters named the Reconcilers (most are chaos though).
Deciding on their color scheme was hell.
...painting it, still is. I envy those chapters out there who are mostly one color. When I feel like giving myself a break, I paint a first founding chapter. ...damn lucky Ultramarines and their blue paint.
Green Armour with Blue Shoulder Pads, Green Triforce symbol
Chapter stay toghether one of the few that remains at legion strength. Usualy the chapter stays togther striking a hammer blow at a system that makes other armies shudder with fear since few time since the Horus Heresy have so many space marines gathered toghether.
My armies are studly!

Sons of Morrighan
Colors: Grey-Blue armor with red-orange trim. Flaming wings on the skulls and such. Chapter Symbol is a Raven's Head, although some HQ members wear the ancient symbol of the Pre-Heresy Raven Guard
Traits: Blessed Be the Warriors and No Mercy, No Respite. Disadvantage of Eye to Eye.
Chapter Motto: Victorus aut Mortis (Victory or Death)
Themes: Heavily Stealth / Assault Based like their parent chapter, the Raven Guard specialize in arctic combat, appearing from the storm quickly and silently and then returning from whence they came. They are fierce fighters and often have won a battle before the enemy knows they are engaged. They are particularly zealous to the Emperor and, unlike many Chapters, to the Imperium.
Fluff summary: Initially a small successor to the Raven Guard, the Sons of Morrighan became a much fiercer fighting force when their backwater ice world birthed an Imperial Saint, who, along with the Chapter and the Ordo Hereticus stamped out a Chaos invasion of the system. They have become fierce zealots, more so than even an average Space Marine, and often fight for and along side the Ecclesiarchy.
Style manual: Bikes are limited, as they are too loud too close, and so give away position. Bikes and landspeeders also often have trouble on their arctic homeworld. The Chapter often covers itself in holy symbols, and can be seen in the company of Sisters of Battle. They are given to jump packs squads, which are led by their elite, a Wild Hunt of Knightly themed Assault Marines with Lances.
Snake in the Grass Marines
Colors: Snot Green and Bleached Bone
Traits: See but not seen, then some others that I didn't care to make up at the time
Battle Cry: In Hisssssss name (The Emperor's if you didn't get it)
Fluff: Later founding chapter, they are like a mix of Salamander and Black Dragons. Still have yet to write up a full story.
Style: They infiltrate in, strike, and get out. Squads are usually armed with flamers and powerfists, with a common snake them to each one.
