It hasn't been too long since I started my IG army and my friend who plays necrons always beat me down. I could use a few tips on how to at least take them down to half strengh and not just 3 dead models.
See I find that against Necrons, tactics are pretty simple; go after their warriors. Necron armies set up a lot like guard armies, except Necrons can't bring as many pie plates to the table. Two basilisks putting indirect fire on a Necron Phalanx are going to score hits that can't be resurrected (well, not with a basic loadout on the 'Crons side anyway), and they'll be able to do it from the very first turn. It wouldn't be a ridiculous thought that you could phase an army out before you got within rapid fire range.
Monoliths are scary on paper, but generally they don't do enough damage to warrant their points. As far as target priority goes, you can put the monolith near the back. The point is, if you go after the warriors, your opponent will have to take steps to keep them safe, leaving you to shoot at targets that are more dangerous on a squad level, such as that unit of destroyers streaking up the flank or those flayed ones sneaking up on your HQ.
Of course, if you posted your list and a general idea of his, a general strategy would be easier to work out.
I think you need to spend more time on your floor.

Are there any other recommended units other that the Russ and basilisk?
I find that necrons are not as tough as some people say.
For units choice i would suggest plasam and some autocannons. I find that auto cannons work well for instant killing scarabs and also have the high strength to would the destroyers and other high toughness units that you may run into.
I would also suggest that at any time that a necron unit is isolated 6 inches away from an orb or another unit of there type and there is not a monolith with 18 inches(i believe) do you best to drop them all because then they can not get there wbb rolls.
The most dangerous men in the world are the ones who have nothing to lose.
Be wary of the Necrons. Even their most basic gun can kill a Leman Russ from the front. Necron Lords on Destroyer bodies are a high level threat. Watch out for deep striking monoliths as well!
That much was made clear the first time I played them(thought I one-shotted the monolith with a lascannon on the 1st turn8Y).
