Is it me or does most of the war gear upgrades for HSO seem pretty pointless? My officer is the chap you get in the Cadian Command box set. I have given him a power sword along side his standard las pistol, but everything else seems of no real use. Maybe I'm missing something?
Guardsman of any rank aren't ever really worth spending too much on, but there are certain war gear items that are useful. Only a few though really.
I usually let him have a plasma pistol and a powerfist as standard. Combined with a Commissar with the same gear, gives your command squad a chance of dealing out some death if they get into the thick of it. Plus a chance to take out enemy skimmers etc.
Other than that I always find other things I'd rather spend points on.
The gist of it is that IG officers are supposed to provide leadership, and at the end of the day they are still only human, so tooling them up with too much and hoping they'll cut it in the same way a Space Marine Captain does is (imo) doomed.
If you think of the IG wargear as a source of fluff and moderate enhancements in equal measure I eckon that would be about right.
The Guard - by and large - is about numbers and guns, spend the points on more guardsmen and guns ?

1 being the Ld bubble, where there is HSO in one HQ and the JO with honorifica in the other and they both take care of the line squad's LD. Obviously you wont be throwing them into the thick of it because loosing one or the other resuts in collapse of the LD on your whole flank, and thats something that you realy dont wat to occur.
2 as a vox mastermind, same concept applies. You dont go charging in into the first unit. If you are using vox then you better keep the whole unit out of LOS and stick to a mortar, or simply rely on some long range weapon like an auto cannon, missile launcher or lascannon to keep the enemy at bay and not give him a chance to close in to use his 24" weaponry.
3 as a simply counter charge unit, people like to equip all their HQs with powerfists and just have them act as a support squad if by chance something managed to charge the line of Ig infantry. Some people make a tooled up HQ with a commisar, priets, and a sanctioned psyker and give them an power fist, eviscerator and a force weapon and then give the HSO a power fist and then just have the unit act as a main CC unit f the army. But if you ask me, its pointless, expensive and simply stupid since you can get a tooled up inq lord with a good CC crusader retinue for 3/4th of the final cost.
The only things that the HSO will ever need is a bolt pistol and a power sword. If you can, dont take a HSO as a JO with a honorifica is the same thing as a HSO but for 5 points less.
5 points for a nice bit of fluff? Yes please. I only use the Junior Officer with Honourifica in 1000pt games.

There are a couple of good ones.
The Medallion Crimson, Carapace, and Refracter Field are all somewhat useful to keep the HSO alive a little bit longer. I generally run mine with the medallion and field to keep him safe from the inevitable volley of wolf scout fire, deep striking termies or oblits, hidden PF on a bike, DE character with Punisher animus and drugs, etc.
The Macharian Cross is also one of the best pieces of wargear in the game. And can really screw up your opponents strategy. It's a wonderful piece of equipment.
Finally, the Auspex and Frag grenades remain as useful as always, and hey, if you're ever a few points under, why not? Krak grenades however remain nearly useless.

Some pieces llike bolt weapons are things I consider near mandatory for models that have "free" access to the armory and aren't already taking a combo like plas pistol/power weapon.
Otherwise I think that refractor fields, power fists, etc, while useful are just too ineffective on Guard for the points they consume. A little here and there is alright, but I wouldn't create a really tooled up officer. No matter what you do, he's still a Guardsman and therefore will not be as effective in close combat as a SM HQ or even a cc-oriented inquisitor. IMO, an Ld or counter charge squad will be more useful than a tooled-up IG command squad.

Originally I usually only give my Officers boltguns or some other shooty weapons - using htem as static ld bubbles and giving the squad mortars - but recently have been considering giving them more offensive weaponry and actually using my guard as something more than a gunline which is very static and boring.
However, that being said they are still guard and as such won't be getting a whole lot - maybe b.p/pwr sword/fist (probably the sword and keep the fist for a comissar or something) and carapace if i feel generous.

I ALWAYS run a Heroic Senior Officer, doing the JO+Honirifica just seems VERY unfluffy, and cheap and tacky to me
I use to give mine a power sword, carapace, bionics, and plasma pistol
he worked well, but was kinda expensive (although bionics was worth it)
I then changed to power fist, storm bolter, carapace and bionics
again it worked out quite nicely, but again expensive (still bionics was worth it)
these days I run Power sword, Laspistol, bionics
cheapest of the lot, and has killed many unexpected things (bloodthirster, Kharn the betrayer, and STILL bionics were worth it, got up 6 times fighting Kharn a dreadnought and another bloodthirster)
