Ok so here I am confused...
I was re-reading the eversor and his special pistol. And there it is, the reason for confusion.
it says (dont want to quote the rule) that it may penetrate with a d6.
I mean no vehicle in my knowldedge has front, side or rear of 1 to 6! Do I add something to the d6 result? Well normally it would be the weapons strength, but it doesnt HAVE a weapon strength unless we laugh and say X = Roman 10.
On the other hand, if its just an inside GW joke, why even say it has an armor penetration value?
*treads on thin ice*
It has no strength value, hence the D6. Then go on and do the normal thing when firing against tanks
+Edit- as Xilconic pointed out, random strength plus you still need to penetrate (but can only glance due to AP value) 8Y

Oh well, at least he's got a meltabomb to do the job.
Fantasy: Daemons (Angels), 40k: Black Templars
For shooting at vehicles:
1) roll to hit.
2) when hit, roll for penetration , you'll be rolling 2d6. This means you could glance AL 10 through AL 12. (just the lucky shot where the needle passes through the vision slit, into the eye of the driver, who in turn jumps back from shock in breacks of his steering wheel alltogether with blocking his brakes, immobilising his vehicles. That's the blessing of being an Assasin )
I seem to remember the needle pistol hasn't have any AP, so you can only glance!
3) roll for damage.
laugh very hard when the situation described above becomes reality in your game
