i am thinking about swaping armys from impirial gaurd as i am fed up with rubbish armour from the peeps dat protect my snipers im thinking about swaping 2 space marines for better amour and better guns i am very fond ov snipers i want the best space marrine CHAPTER for snipers PLZ HELP ME!
I can only understand what you're trying to say in the last few words, but there's no chapter that can contain more or better snipers than others.

If you want better snipers, go and buy the eldar craftworld codex and build a Alaitoc craftworld army with path finders. Or, use the vindicair assasin in an imperial army.

you can have up to nine sniper-rifles in any scout squad, (10 in space wolves I think), there are six troop choices, that means you could have a whopping 54 snipers, (or 60 if you are SW)

Space Wolves scouts are elite choices and may only have six troops. Also, only one unit may take Space Marine weapon choices, so for sniper squads they are a no-go.
As far as an all scout Space Marine army, you can do it. However, by taking all sniper rifles, you end up unable to defend yourself from assaults, and can't effective assault the enemy. It would be a very lopsided army. Better to take a balanced core of an army, and then add several units of scout snipers supported with ranged heavy weapons in the squads. The minis would be a little expensive too, since the scout sniper model is metal. You'd probably want to convert several, both to save money and to add variety.
I recomend the dark angels chapter although you want snipers, the dark angels can get plasma cannons in thier tactical squad which is long range also...
