I was thinking of a jungle themed space marine army with a camo paint scheme something like actual camo except it would be on power armor. alright then on to speacial rules and so on.
They have a special hq unit (scout master) basically a slightly better force captain with a 4+ armor save and infiltration.
They can always move and shoot because jungle fighting is so fast and nonstop you have to be able to do so. They have to take at least one scout squad. They can take one assault squad or 1 vehicle. (because vehicles and jumppacks just dont work well in jungle terrain so they dont get many) and they get an extra plus 1 attack first round of cc when they charge cuz they are just so ferocious. and thats it i would like to know if this is a balanced army and what other speacial rules they should have including disadvantages like the vehicle/assault squad thing. thanks guys!
Well, I wouldn't make up rules for a chapter, as they are often overpowered, and illegal
That being said, you can use the rules from other chapters to represent their abilities.
They fighting in Junlgles a lot eh? Use a basic marine army with plenty of Scouts, problem solved. Include plenty of short-ranged weapons and few vehicles, and you have a Junle-themed army right there, which is perfectly legal

If you want to create an army, then why don't you make one that was created from the Blood Angels. You could use the Blood Angels rules which favor close combat. I figure that if your gonna be in a jungle then you might get into a lot of close combat. Anywho that's just my 2 cents there.
