This may sound stupid but here it is.
Do space marines, IE Ultramarines Tactical Squad get any type of close combat attack without having to do a divergence? I ask because the book is not to clear on this. Would they be just standing around taking a beat down since they use boltguns or what?
I may not entirely understand you Laucias, but yes those tactical marines would each get some attacks in close combat; the number of attacks each marine gets is specified in their statline under attacks (which usually governs how many close combat attacks a model gets, where the number of shots a rnaged weapon gets is usually in its own profile.)
Unless the weapon(s) the model has specifically removes close combat attacks form the model, they will always have some attacks to be made in close combat. (The bolter does not do this, so that would mean that those tactical marines would indeed have attacks in close combat.)
There are options and gear that allow for more attacks to be gained, but thats not relevent to what your asking. There are also certain skills like true grit, which increase the base number of attacks but have their own drawbacks.

Have you looked at the Chapter traits at the back of the codex.
