what command squad setup have you had that was point efficient(got its points back) and provided reasonable leadership?
what is a good setup for a junior officer for him to get his points back?
my command squad does not die unless i get in HTH otherwise the opponent ignores it no matter what so dont think of it as fragile because my enemies do not concentrate on these squads.
Junior officer with iron discipline and storm bolter. 4 guardsmen with grenade launchers. mobile firebase, good range, awesome firepower for 82pts.

On to setups...
Gen.nehring's setup works well.
Sometimes I use a Junior officer with iron discipline and a storm bolter, 3 plasma gunners, and either a medic or 4th plasma gun. The disadvantage is that once it unloads a salvo, then the opponent usually takes note of the squad.

really depends what your going for i guess, though latley ive been using mine as a leadership bubble for my vox network

i just stick them in the corner behind some terrain and they arnt touched the entire game and still get Ld 9 out their!

My standard set up:
Command HQ: (vox network)
HSO, power sword, carapace armour, iron discipline
JO, HI, power fist, bolt pistol, iron discipline
3 cc guards
Commissar, plasma pistol, power sword

liffrea just asking but does that junior officer setup get its points back? because cc squads other than rough riders dont get their points back usually....
For me, a very points efficient officer setup is a JO, with a standard bearer and iron discipline. Highly efficient, in fact. I don't bother with HSO, or honorifica imperialis - these are points that can be spent on guns!
A good setup? Well, good leadership might not get the points back directly, although when you can control if your dudes stay or run, that pretty much pays for itself right there.
Another good setup is a deepstriking officer with 4 plasmaguns. Thats a whole lotta hurt right there! Should be able to take out rear armour of most vehicles, and will mow down terminator squads and small marine/necron squads alike. Very strong in conjunction with deep striking 5 man vet squads with another 3 plasmaguns. Almost cheesy.

Also, you should google "garfield minus garfield". Awesome.
As for the first question I ussually just use junior squads full of CC weapons and a plasma. Never know what they are going to run into so we're ready for anything.

to gaunt.........no what i meant is rough riders are the only close combat squad that makes their points back, all other guard close combat squads die without making their worth.
