I've always thought that a Chaplain w/ and bike was good and that a Librarian(sp?) with enough minor Psychic abilities was really good. Also I've never gotten around to getting a command squad and people at my hobby shop tell me a Hq ideally needs a command squad, are they really all that?
for the points, just a basic chaplain with no wargear is a steal at 70 points. give him a jump pack and send him in with an assault squad, and youve got a killer independent character for under 100 points.
Haemonculus Coven Dark Eldar
It depends on the situation really. I find my honor guards pretty good. They can go into the mist of a battle with dante and kick some serious tail before getting into real trouble.
I was thinking more along the line of Chaplain w/ jump pack and teleprt homer and just have a terminator squad teleport to him
Chaplain w/Power Weapon is the most cost-effective leader.
Another very good buy is a deathwatch kill team:
65 DW commander w/PW and bolter
100 5xDW marines w/bolter and ccw
everyone has true grit, frag grenades, melta bombs, and deep strike.
as compared with a vet. squad:
60 commander w/PW and bpistol
90 5xvet. marines w/bolt pistol and ccw
And they look awsome!

It all depends on the situation.
But, a Deathwing Command Squad is sick when tooled out right (Lightning Claws, Standard of Retribution, GM w/ Sword of Secrets, etc  )

The 2 best HQ choices imo are:
1) Chaplian/death company for Blood Angels. 180 pts for the Chap and some death company is a steal, since he benefits from the ignore pain.
2) The Emperors Champian is great at 105 as well.
For pure points effectivenes, Chaplain with a Jump-pack.
Personally, i use a tooled-up Gm with a few items of wargear, but i have used Librarians with optional Psychic powers and they rock (kinda costly, but worth it).
DW Kill Teams are fab, but as a strict GK player, i can't use 'em
An Emperors Champion
NOBODY expects the Holy Inquisition!
Our chief weapon is surprise...surprise and fear...fear and surprise....
Our two weapons are fear and surprise... and ruthless efficiency....
Our three weapons are fear, surprise, and ruthless efficiency...
and an almost fanatical devotion to the Emperor....
Our four... no...
Amongst our weapons... Amongst our weaponry...
are such elements as fear, surprise...
I'll come in again.
wot about a jet pack??? commanders that can realy move, bring righcheous retrobution quickly, up close and personal.

command squads in the game dont really do that much, so why waste the points? the jump pack option is probably the most common upgrade for a chaplin (now i can remember through the hallowed mists of antiquity when i had the only one in my store & club & now look at them). but the whole point to these charicters is to get them into combat there is NO point in giving your HQ all the upgrades if, he never gets to use the bloody things if you want a compulsary hq choice that is going to never see battle then go for a force leader with bolt pistol & power sword anything else is just a waste of points & never mind the what if question if he does get assaulted SO WHAT if this does happen it means that youre in a whole lot of trouble already & have probably lost the game to boot.
