w/ the new rules that are going to be in effect, what does everyone think about strategies? would it be best to arm up w/ shooty weapons and fire before charging? or would it be better to not fire and get an extra attack

In almost any other army that could be a valid question but with IG if you are really thinking of charging then either you have a different army from most of the people or there is something going wrong during your shooting phase.
Not necessarilly, I often do massed bayonet charges with my guard, and if that is what I intend to do, I won't shoot. Unless the squad is armed with meltaguns, grenade launchers, flamers, etc.

Since almost every other army has Ld higher than IG (exeption taken with Close Order Drill ) you are usually better off shooting the lasguns same to hit and to wound as cc as you might be able to kill a few before they kill you....

Did I hear something about giving up shots for an extra attack before charging with guardsmen?!?
Ok, here's an example: You decide to charge with your guardsmen, without shooting at all, to get an extra attack per model. You charge the squad of 10 space marines and gee gimminy wouldn't you know it, those darned space marines go first. Whaddya know, You've just lost more than half of your guardsmen in that squad before they even get to attack, which means that they only really get a couple of extra attacks with those still alive. Not worth it.
OR, since you are somehow miraculously within 12" of an enemy squad at the beginning of your turn, you rapid fire their butts with your 8 lasguns and plasma rifle. Then you pump them with the heavy weapon of your choice that's also in the squad. If you're a kind person, then you can even help him put that squad back into his box after it disappears off the table.
The best part is that you'll kill a bunch of models without having to lose guardsmen in return. Victory to the Emperor! :w
except 8 rapid firing lasguns, a rapid firing plasma gun, and a heavy weapon of your choice doesnt pack away a squad of enemy spacemarines. killing 3 is pretty good for 1 guard squad's firing from my experience, that's why you should always have 3x the forces you need to accomplish a task.
Even the assault guard needs to shoot. You do way more damage. Think of shooting as a one way fight. You shot, they take damage, and they can't return it. If you are lucky enough you can do enough damage for them to take the ld test and if they roll high thats a marine squad running.

its useful for nearly every army to shoot before assaulting because you arent hit back may ignore saves and dont need to run out of any cover you're in

Seriously, while bayonet charges with Valhallans might look nice, you'd be better off shooting, since IG in close combat will get slaughtered before they get to launch any attacks at all due to low initiative (unless they are assaulting an unlucky necron player). Even the Sisters of Battle have better chances of making it in an assault because of better armour saves.
