I'm a Guard player, so I think lasguns are way better than bolters (as long as I have 10 lasguns and you only have 1 bolter). For this reason, I'd prefer to keep bolters out of the new Guard Codex. Furthermore, the few Space Marine players I've talked to in person have told me that no mere Guardsmen is worthy of using the holy Bolter. I agree. However, some of my fellow Guard players prefer bolters. I was wondering what other Space Marine players think about this?
I don't know about the whole "The Bolter is too sacred and holy for a mere guardsman" thing, seeing as how bolters are currently wargear for officers. Stands to reason that bolters are hardly taboo for the guard.
From a fluff pespective, however, lasguns make MUCH more sense, considering the volume of guardsmen. There may be thousands of marines in the 40k universe, but there are thousands (millions?) more guardsmen, and lasrifle technology is admittedly cheaper and easier to come by. Can't see how the Imperium would justify the "expense" of suddenly making them standard arms for guardsmen.
I also have to admit seeing a bolter in a guardsman's hands looks... wrong. From a purely modeling perspective, it looks oversized, which makes sense since marines are supposed to be bigger and stronger. Still, it almost looks cartoonish, like a character trying to put on a shoe/sandal that belongs to a giant. Seems tough to imagine an "ordinary" person being strong enough to even carry a bolter, let alone fire one.
Most importantly, however, is that guardsmen have strength in numbers. Yes, the lasgun is weaker. Much weaker. That's why you'll see so many MORE of them. To change the wargear to give standard guardsmen bolters would require changing the rules so that guardsmen cost more, or had smaller squads to compensate for the huge jump in firepower.
I can't see that happening.
Fluff wise only... the bolter is too big and heavy to be lifted from normal men! So let the IG with the lasguns and us with the bolters!
On the other hand think of a huge squad of IGs armed with bolters... what can stop them?

Totally agree with the comments by my fellow marine players.
This poll is a bit like asking if marines should use IG armour! I rest my case.
Sisters have bolters. I think the reason is because of the armor they wear.
As for Guard with bolters, what was said before is right IMO. Normal humans are just too pitifully weak to handle to power, weight and recoil from a bolter. A bolt pistol maybe. Also fluff wise, it does seem that bolters are far far more expensive and more difficult to make compared to lasguns, so it would make sense the millions of men in the Guard would be kitted out with more 'disposable' weaponry.

The boltguns used by marines are actually larger and have a different grip than the ones designed for humans. Most of the imagery of Sisters of battle, who have their own bolter pattern, shows that the weapon is much slimmer and less bulky than a marine variant. I'd venture that they use smaller clips, a marine clip is 30 rounds last I heard, and when you're loading shells the size of salt shakers, it gets pretty frakkin heavy. Bolters ARE .75 caliber
I can't imagine them being cost effective to give to a soldier whose life expectancy is roughly 17 hours of battle either. Just one clip of bolts is staggeringly expensive, each round is hand crafted just as each boltgun is. Lasguns and their chargepacks on the other hand are not.
In the Dark Heresy book a single bolt is 16 thrones, a lasgun chargepack (30 shots) is 5.
If I'm spending 16 thrones/shot, my troops better be hitting. Accuracy is not something guardsmen are noted for.
Canew last I checked fluff there are roughly 1 million marines. And multiple trillions of guardsmen.
Bolters are a status weapon.
Only Commissars and Officers should have them.
Marine bolters are generally bigger than the ones built for humans.
Bolters have minimal kick as the Bolts are self propellant. But the maintenance being very difficult and the ammo being very expensive means that normal guard cannot be equipped with them.
Gangers sometimes get their hands on them but they are very unreliable if loud and deadly.

Truth is, the majority of the Guard can't hold, aim and fire a bolter. Sized down Bolt pistols, maybe, but a bolter's too much for one man to handle, unless he's along the line of Bragg from GG. It takes two men to carry a HB, and a normal bolter isn't too much smaller.
