If I'm about to infiltrate my whole army of tacticals and devastators, my HQ would be footslogging, alone. even if I took him a retinue, he'd still get gunned down easily. How can I make him stay alive long enough for close combat?! Unless I've missed some possibility for my Lib/Captain to infiltrate. And Drop Pods/Rhinos/Razorbacks just don't fit the theme. Thank you!
You don't leave many options open...
I would say Rhino/Razor/Drop Pod but you say they don't fit the scheme... The only way I see is footslogging... but you have to use cleverly the terrain that the board gives you or make your opponent change his primary target...

Without checking my dex or rules to be sure I thought I read somewhere that a character gains the abilities of the squad to which it is attached at the begining of the game. Might be wrong so please do check.
ehm, give them a command squad, give the command squad infiltrate and have fun...
in the entry it says "this ability is conferred to any leading/attached characters"... only works with command squads though...
You might also consider giving the HQ terminator armour and hooking him up to a terminator command squad. No, he can't infiltrate, but give your infiltrators teleport homers and bring them in later?
^what canew said, might be more effective than just infiltrating, but you can't assault on the turn you deep strike so you still gotta be careful
