It doesn't specify, so I wonder if it has one or if it's - like close combat attacks, meaning it can't cause the target to explode and then keep going unless it's open topped.
It doesn't have an AP cause it is not a gun..
If a leman russ rams a rhino, it has a decent chance of penetrating it, and then, with a bit of luck, exploding the Rhino but good!
It is a desperation move, your tanks are not meant to be doing this as their primary attack!

I should stress that no AP is different to AP - (or else melee attacks including melta bombs & power fists would get -1 on the damage roll) - you just roll (adding the appropriate modifier for penetrating / glancing hits) - I put up this question on the rules board a few days back, and it's been explained quite clearly to me.
Tank shocks are worked out as per the rulebook - they're their own rules (quite neat).
To tank shock a unit you declare how far it moves, and stop when it contacts the other tank - you don't move the other tank, that's where you stop.
