I'm a 'nids player and I'm going to take space marines as my alt army (because there really aren't enough SM armies out there.... ).
Coming from 'nids, I'm looking to focus mainly on an army with really good troops. I'm looking for advice on which chapter would be the best for troop choices... mainly tactical squads and assault marines... or if the different chapters really make such a difference in infantry choices.
....and I just saw the sticky "which chapter" post. Whooops. Any advice still appreciated, though!

If you are looking for good troops, I would suggest Space Wolves. I might be a little baised becuase thats the army I mostly play, but they have a solid mix of shooty and assualty troops. Their Grey Hunters (more of the shooty type) can back up the crazy blood claws with their bezerk charges. Besides, they are one of the coolest chapters in the Imperium

I think before deciding what chapter to go with, Id just wait for the new codex in October. Or choose by going off the rumours.
Like Fellblade said, Space wolves are a great choice, but it is unknown at this point where they are going with their new codex out late this year (or next year).
What type of army are you going for? Mechanised, fast, shooty, assaulty? That could help us give you some ideas as to which chapter would suit your style.

if i was u i would play Dark Angels, they have the best primarch, the elite deathwing (1st company made up entirely of the best terminators in the game apart from grey knights and venerable dreadnoughts and land raider crusaders) and an elite 2nd company the ravenwing made up entirely of bikers, land speeders (n all fast attack vehicles)
If you're looking for good troops I would go with either Space Wolves or Blood Angels.
I don't know anything about how the Space Wolves play, seeing as I've never actually looked at their rules, but it looks like their tactical marines use a bolt pistol + CC weapon (off topic: Thats a good way to make a cheaper assault squad, just buy a squad of SW and a bag of jump packs!)
Blood Angels have good Speacial Characters, and assault squads as troops.
They also have Furioso Dreadnoughts (absolutely deadly if you take a H. Flamer and a Drop Pod).
Not to mention the Death Company, essentially a "free unit" with Fell no Pain, Fearless, Furious Charge and Rending.
If you are going for a troop based army you should have no problem getting the Death company up to a decent size.
If you're into tanks they also have the Baal Predator, in addition to the Anihilator and Destructor builds. The Baal is perfect for tearing through light infantry...make that medium infantry as well, I just realized that it has H. Flamers, and if you run into something with thicker armour/skin you could always hope to get a lucky rending hit with the assualt cannon...actually thats probably a bad idea, but I just needed to include the Assault Cannon somewhere...
Also their Codex is free...
I'm starting to wonder why I don't play BA myself...I think I might repaint my marines red!
