Most witch hunters' armies i see (in fact all of them) have been Sisters, I don't see anyone taking inquisitional storm troopers. What's with that? Do they suck?

I've found that for 1 more pt per typical trooper (it eeks up to 2pts higher with a Vet. Superior) it's worth getting the extra armor, and the better gun.
that's not even considering the faith... which is quite a boon if used correctly.
IST's have their purpose, don't get me wrong. But when given the choice of IST's and SoB's, most people take the SoB's. Which is reflected in the armylists. I tend to use IST's when I have some points left over, but not enough for more SoB's
If I wanted to play Guardsmen, I would have played Guard; the fact that Sisters are far better aside, I cannot understand why anyone would want to play a weak Guard list rather than a real Guard list, with all their toys.
ISTs are possibly the worst Troop selection in 40K.
However, there are an infinite number of situations in 40K, so there can be situations where the IST could be useful and profitable. There's just not that many.
One task I have seen ISTs doing well is as a cheap scoring unit that never sees much action.
Another is an anti-Deep-strike in your rear lines (armed with 2xPlasma).
ISTs serve an important anti-tank role in DH armies.
WH obviously don't need ISTs for that.

I think the only time I've taken IST's was in a list I called the 'Screaming Idiots' list,
with 2 5man IST squads with Meltas
9 Pen Engines
1 6man squads of Arco flagellents
A group of Zealots w/Priest
and a Jumpy cannoness.
I think the only reason I took them was to fulfill the 2 compulsory troops choices, and the cannoness was there for a similar reason.
that list was all about screaming Zealots running across the board. Which freaked out the poor IG player entrenched across the board from me.
They only time I've seen ISTs used is in either a themed Gaurd/Inquisition army to fill the 2 troops requirement before flooding their FOC with guard and non-sister inquisition units. Otherwise the only reasons to take them are the low cost, the options of plasma/grenade launchers, and the asthetics (but if you don't like sister's you're playing the wrong army.
