Against, say, a seperated MEQ unit, yeah, effective. But if the unit is grouped with the rest of the opponents army, you're going to need backup.
Still, yes, this can be a hard hitting unit.
One problem you may face is that to really get a first turn rapidfire, you are probably going to end up showing your chimera's rear armour to the enemy - if you don't mind sacrificing the tank, then by all means, go ahead!
Something that is highly important in 40k (and fantasy) is thinking about turns 3 and 4, however. You should always be planning one or two turns ahead - simply building an army list for heavy 1st turn hitting power without thinking about staying power is often a bad way to manage an army. In many of my games, I often don't kill a single thing in turn one - quite deliberately, sometimes. The first turn or two for me are about positioning, reacting to your opponent and stuff like that. Then I try and go for clean kills - a unit like you mentioned is quite good at that.

What about the line that says.
If not equipped with a transport, the unit can infiltrate?
That mean if you are in the Chimera, you cannot infiltrate, you could still get into rapidfire range if you deploy 24 or less apart though.

personally a unit with 3x melta guns, outflanking on that enemy whirlwind/fireprism is a better idea
or how bout this, that unit with 3xflamers and a power weapon, burn and slice any squad near edge of board?(really good against tau/eldar/orks)

You cant infiltrate with a transport though?
