Ok so I have heard many things about dark angels and most arent good, and I was wondering why they arent good and how to make a decent army with them. Would it be better to play with an ultramarine army painted as dark angels? what would you do?

The Dark Angels are a fine, workable army. Unless you were participating exclusively in highly competitive tournaments, you would have no problem having a good time with such a characterful army as the Dark Angels. Their model range is gorgeous as well and few things in the game are as distinctive as the robed armor of the Unforgiven.
However, with the impending (just days away, now) release of the new Space Marine codex, there are certain strengths that normal Space Marines have received that the Dark Angels did not. Certain units and upgrades cost more for the Angels and are less effective for one reason or another. Certain weapons and techniques that used to be the exclusive provenance of the Dark Angels are now available to all, costing the Angels some of their character and making them just that much closer to being green Ultras running around in their bathrobes. (Incidentally, the very same thing is/has recently happened with the Blood Angels as well, except they don't get any plstics of their own, and their codex is a small .PDF file.)
Many Dark Angels players are quite miffed about this and there is a general consensus that the current Dark Angels codex needs a little bit of tweaking for the sake of balance and fairness.
If you were to start a Dark Angels army now, you probably wouldn't regret it and you'd have a very good-looking army that can still deliver a good amount of punishment.
If you were to instead paint your models as Dark Angels and were to play them as regular Marines, I don't think anyone would really have a problem with that, so long as you didn't mix-and-match the Dark Angels' rules and the Space Marines' rules.

I have already started my army and have a relatively balanced force featuring both ravenwing and deathwing as well as "normal" space marines I have an army list made out and will post it on here later. Any more advice on what to do would be appreciated and thanks again.
