After looking at its entry on making Flamers and Meltas TL'd and what not, would this work on armies allied with the SM like the Witch Hunters?
Well from the debates of heard, losing Combat Tactics isn't related for Chapter Tactics to be effective
Which is also supported by working on himself but not having Combat Tactics to begin with
Though waiting for a new FAQ will probably be better
The rule is 'Units in an army led by Vulkan replace the Combat Tactics rule with the Salamanders specific Combat Tactics rule'
So allies and units without this rule, so not get any benefit.

Techniqually, it just says All units lose Combat Tactics, Instead all Thunder Hammers will be maser crafted and all flamers da. da. will be twinlinked. So I would say yes, as they would be in your army. Sometimes GW just doesn't think much.
Only Vulkan allows this since his Chapter Tactics states that your army loses Combat Tactics in exchange for for the Chapter Tactics. All the other Special Characters Chapter Tactics state that you exchange Combat Tactics for the Chapter Tactics.
So, to sum it up
Exchange: Pedro Kantor, Darnath Lysander, Kayvaan Shrike, Kor'sarro Khan
Lose: Vulkan He'shan
On a side note, why would u want to bring in side units? Non-fluffwise, 5th ed marines are the cheapest points per performance in the entire 40k for now.
actually, the rules are very clear. it says nothing of an exchange.
those that have combat tactics, lose it, but it very clearly states that everything in the army benefits, thus, for example, land raider redeemers would reroll their flamers.
there is no reason for a FAQ.
