I was kinda wondering what everyone thought was the best special weapon.
the plasma gun is not welcome in this poll, because I have come to hate it because too many guard players max on these.

Grenade Launcher. Its versatile, fluffy, decent range, switches between light anti-inf/anti-tank, and back in the days it used to be Guard-only >_>
I don't field any meltas ('cept stormies), I don't like the idea of letting enemies get that close ;D
But I'd only field flamers for urban fights.

I use grenade launchers mostly, for reasons already given. I run three melta guns in a HV squad designed to hunt tanks or HQ's. I do use one plasma in my HQ squad.
I voted Grenade Launcher.
I only have three Plasma guns and they are in my Veterans. I don't have any Melta guns, and I only have one flamer.
Pretty much every squad of men has a Grenade Launcher in. I like them as you have the choice of anti-infantry, or a slightly stronger attack for vehicles or stronger targets, so its more versatile, and an added bonus is it doesn't blow up in your face on the roll of a 1...
I would have been a Plasma Gun as yes, I am one of the players that puts lots o'plasma in my lists.
For this poll however, I put the flamer. No covers saves, hits regardless of our poor BS, and still can make a lot of MEQs take saves.
Melta was a close second. Grenade Launcher in the rear, but much better in 5th!

/clap for the person posting "plasma" which is off little / no use to the question the OP asked. How about next time you do something more useful with your time spent replying and go boil your head
Back to OP.... Good question when plasma is taken out of the picture.
Personally i recon is a case of where you place them and in what quantity.
In infantry squads i beleive grenade launcher is your best choice. Being same range of your lasguns it increases your chance to hit and cause wounds and forces the enemy to make those amrour saves which is what i see the basic infantry man for... leave the AP shooting for more specilised units. Melta's and flamers just let the enemy get to close to these squads for comfort and you get no real useage before you get assaulted.
Flamers and melta's have there place tho but in command squads and smaller vet / st squads where you can use a few of them. How many make an effective unit and how many just a waste of points when they get shot up is a little trial and error i feel. and do you equip the guardsmen in these units with pistols and cc's to make up for the inevitable assault to follow. Surly a couple of lasgun shots backing these weapons up is almost pointless. I like to use these two weapons in command squads only using them the support my lines and as a last resort before the enemy reach my lines. Or as assaulting forces if the enemy have some cover or objective i need.
I think 2-4 flamers incoming on an enemy unit is scary no matter who u are especially if your a swarm. 2-4 incoming melta's is also a "ow sh*t" moment for even a termie squad. Backed up with cheap power weapons and pistol / cc weapons on any1 not equipped with a special weapon = a nice counter assault squad. Again its utilising the weapons to a set situation.
Overall id Say you cant go wrong with grande launchers practically anywhere. But if your lacking something dont be afraid to try out the other weapons if they fit the task at hand. I know that doesnt really answer the question is of which is best but best i can do

Sorry, was my answer too succinct, or just beyond the poor parameters of the poll? I'll have to elaborate at length then, haha. I feel its a bit subjective and even a bit silly to remove our most powerful and flexible special weapon from a poll on a whim.
I feel that for a Guard Infantry squad, Grenade Launchers are good, and somewhat flexible. The S6 helps wounding Marines, or even (maybe) hurting a light vehicle. As blast templates got a lot more useful in 5th, I find myself throwing them down a bit vs. Eldar and Nids - but the S3 makes it less useful vs. Orks and Stealers, and against Eldar and other Guard the AP6 suffers somewhat too. Given that it is only 2 points less than the plasma gun, I don't really see why you wouldn't opt for that.
Flamers are useful too - especially against Nids, Orks (if you time it right) and especially other Guard/Guardian-heavy Eldar. They work in a pinch against Tau, too, but you'd need to deepstrike and that gets chancey. I am in the process of making 8 Guardsmen with flamers and am looking forward to trying them out.
Meltaguns I used in suicide drop squads, but I've phased those out of my army as I find them a bit of a crutch - its better to rely upon anti-tank techniques that won't dissapear in our new codex, and its a bit silly to send the command squads off to die like that.
This leaves us with the much-maligned plasma gun. For only 2 more points than a Launcher (the other flexible choice) it allows you one of the most important things in Warhammer 40k ... the ability to bypass a 3+ armour save. While cover abounds in the new edition, putting a Marine on a 4+ is not that bad either. Out in the open, wounding on a 2+, you'll be decimating Tactical and Terminator squads. While I also expect the cost of plasma to go up in the new codex (which it should, along with a decrease in the cost of a Guardsman!) I will continue to use them. They're especially good against (and oh-so-flexible, in that while a meltagun might be a bit better at hurting, say, a Carnifex, that meltagun isn't nearly as useful in doing crowd control on a Tactical Squad like a rapid-firing plasma gun!): Space Marines, Chaos Space Marines, Tau battlesuits, big bugs, Nobz and Orks of all kinds, Aspect Warriors (heavily armoured ones,) Wraithlords, AND light vehicles!
