i was just thinking how easy it would be to make a new doctrine, independent priests. use almost exactly the same rules for independent commisars, but replace commisars with priests. good for someone like me who plays valhallans. very fluffy. anyone agree? is there some reason they didn't include this in the original dex?

It's probably because they don't want the priests abilities to go towards a conscript squad or an Ogryn squad. I don't really understand why, because I'm not going to use a priest that I can't put with my best CC units, so they are losing out on selling priest models to me.
Not to mention that you can't put any kind of advisor with rough riders either. Maybe you can put a commissar with them, but he won't get a horse, so he'll slow them down.
Just imagine a full group on conscripts with the Priest's CC ability. But I think the Priest is the only reasonable CC unit leader the guard have and that it would be spectacular in a squad like Stormtroopers that often face CC.

this would be cool, expect that it would make the Priest Independent... which in TAR blows
