Kantor. Not only does he make your entire army Stubborn, which is a great boon, he allows his armies to have more scoring units than anyone else.
I think that makes for a pretty effective character.
WHFB: Dwarfs || WH40k: Imperial Fists, Necrons || WM/H: Trollbloods || BFG: Necrons
It's definitely hard to say 'best', because all characters should be balanced out in gaming terms. Also, you will usually want to match characters up with their respective chapters, for instance Pedro should only be used in a CF army and Sicarius in an Ultramarines army, but I guess it doesn't matter TOO much. I chose Sicarius just because he's cool and I haven't gone far beyong Assasult on BR yet!

Logan isn't in the new Space Marine Codex, he'd be in the upcoming (at some point) Space Wolves Codex. Just like Dark Angels, Blood Angels, and Black Templar characters aren't in there, because they aren't Codex standard chapters.

LOL J/K. I expect to see this turn into "Vote for Pedro" because his Stubborn and Sternguard bit are very popular, especially the scoring sternguard units...

tigurius - because he is hailed as the greatest fully living labrarian!! and he can use three powers a turn (methinks)
using mixed-armour rules, give him a terminator armoured retinue and watch those chaos scum pee their powerarmour!!
I said Vulkan, because his chapter trait can be easily taken great advantage of. Think of how many units can be armed with melta or flamer weapons. You can still make a pretty powerful army limiting yourself to just flamer and melta weapons and maximize the effect of the chapter trait. Also he has a master crafted relic blade AND a heavy flamer.

Marneus Calgar for one thing he makes his whole army able to choose to pass or fail any morale check they are required to make.
Though i like tigirius for he can let you re-roll your reserves even if successfull. He can also use three powers a turn which effectively means
Shoots S 4 AP 2 assault 4 Then on assault phase he becomes Strength 6. Then during assault he can still use his force weapon ability. OWNAGE.
Not only that he can teleport units around the board making him able to react and get to wherever he is needed most
